1.2 Corporate Enterprise Solutions

Our focus is to provide solutions and services that support Queensland Health's Enterprise Corporate Applications and supporting payroll transactional processes. This application suite includes the largest integrated rostering and SAP payroll solution in the public sector and the SAP S/4HANA finance, business and logistics solution and management environment (S/4HANA solution). Our commitment to our customers is to:

1.3 Digital Passport

The Digital Passport project was established to support staff mobility across the large and complex health system including Hospital and Health Services (HHS) and the Department of Health. The Digital Passport solution is designed to support statewide employee mobility by bringing the visibility of agreed data for current employees into one place, providing greater transparency, and reducing duplicated effort associated with staff movements. The Stage 1 rollout of the project planned for June 2024 will deliver early organisational benefits and process efficiencies in relation to onboarding existing Queensland Health staff and validating status of employee information. 2. Evaluation

2.1 Purpose The role of the Change Manager is to develop business change strategies, and lead and implement sustainable transformational change, to effectively realise the benefits of an ICT enabled business change project. The position will be accountable for the delivery of all change management activities within Business Implementation working closely with the Hospital and Health Services to maximise the sustainable adoption of change and minimise resistance. The Change Manager reports to the Executive Director, Corporate Enterprise Solutions, however, will be assigned project deliverables by the Project Implementation Manager. 2.2 Role Specific Duties The successful candidate will be required to fulfil the responsibilities of this role in accordance with the Queensland public service values, to which Queensland Health is aligned. Within that context, the key responsibilities of this role are:

* Adhere to defined service quality standards, health and safety policies and procedures relating to the work being undertaken to ensure high quality, safe services and workplaces.

* Lead and manage the creation of change management tools, artefacts, and schedules to ensure all change management activities are identified, scheduled and managed across the lifecycle of each business implementation.

* Provide expert and strategic change management advice in relation to assessment, analysis, documentation and implementation of approved change management methodologies, including the evaluation and management of risks and issues.

* Provide specialised knowledge of change management practices and approaches in relation to workforce management practices, processes and systems, drive business transformation and successfully deliver to the project's objectives.

* Lead and manage the Business Change Impact Assessments, development of change responses, interventions and business readiness activities relating to new business processes and Digital Passport solution related changes.

* Work collaboratively with key business stakeholders to develop change management documentation, materials and presentations necessary to implement, reinforce and sustain transformational change.

* Manage and implement methodologies and approaches required to identify and deliver stakeholder engagement and communication activities such as briefing notes and reports to the relevant Offer

* Represent the project as required in high level and often complex communicat Governance Boards. Request fotions, collaboration, negotiations and other interactions with clients and other key stakeholders.

* Ensure the change management program is delivered according to the agreed methodologies and lessons learnt from prior implementations.

* Inspire team members by investing time in building positive and productive relationships, setting clear objectives and providing professional leadership, guidance and support.

* Actively contribute to the creation of positive work environment that upholds quality human resource management practices including employment equity, anti discrimination and ethical behaviour.

2.3 'Ideal candidate' description Section

2.6 lists the criteria that will be applied to assess candidate suitability. As a more general guide, vendors are encouraged to consider the following in their own pre assessment of which candidates to submit for consideration: An 'ideal candidate' would be someone who can demonstrate the following:

* Proven success and high-level experience in workforce management transformational change management and leadership including enabling of benefits realisation, stakeholder engagement, and communications and training within a large complex organisation-wide project environment.

* Proven experience in the development, documentation, implementation and evaluation of change management strategies, tools and artefacts in a large-scale complex project environment focussed on workforce management transformation.

* Ability to establish and maintain stakeholder relationships and cross-team collaboration to support effective business change and transition, including the ability to influence key stakeholders in an environment of change.

* Advanced communication skills with demonstrated ability to provide advice, consultation and collaboration with senior management and a diverse range of stakeholders on complex and strategic issues.

* Demonstrated capability in change planning, analysis, interventions, resistance management, conceptualisation and problem solving, and management of multiple deliverables within agreed priorities, timeframes and accountabilities.

2.4 Deliverables

Deliverables will be agreed with the Project Implementation Manager, Digital Passport and the Executive Director, Corporate Enterprise Solutions at the commencement of engagement for the delivery of the services in accordance with Queensland Health standards and processes.

2.5 Additional Information Hours of Work. The role is expected to be delivered on a full-time basis on site at 41 O'Connell Terrace, Bowen Hills, 8 - 10 hours per day, 5 days per week unless otherwise agreed with the Executive Director, Corporate Enterprise Solutions.
