**About the role**:
The Victorian Collaborative Centre for Mental Health and Wellbeing (Collaborative Centre) is seeking a skilled Secretariat Officer to provide high-level secretariat services to the organisation's Board, CEO and various committees. Working across the organisation, the Secretariat will use their knowledge and experience to support and administer the Collaborative Centre's statutory governance functions.

Reporting directly to the Manager, Operations and Governance, the Secretariat will support the Collaborative Centre through the administration of internal processes, including the preparation of briefing papers, detailed minute-taking, and the maintenance of action registers. The role requires a high level of precision and an ability to produce comprehensive, accurate records of complex discussions. The role also requires the incumbent to possess strong skills in working confidentially with sensitive information.

The Secretariat role will have a communications focus, with the aim of improving processes by facilitating the sharing of information and working closely with others. Experience effectively working with diverse people and groups will be crucial to the success of this role.

**Accountabilties**:

- Work closely with the CEO, Chair, Deputy Chair and members of the Centre's Board, the Finance, Audit and Risk Committee (FAR), the Lived and Living Experience Expert Governance Group (LLEGG) and the Translational Research and Innovation Advisory Panel (TRIAP) to support members in effectively carrying out their statutory roles and advisory responsibilities and facilitating coordination as required.
- Provide secretariat support by organising meeting agendas, developing, finalising and distributing meeting papers, documenting conflict of interest declarations, minuting meetings, maintaining action registers regarding meeting outcomes, facilitating signature of meeting minutes and documentation distribution.
- Manage logístical and operational matters relating to Board and advisory committees' business, including scheduling and sequencing of meetings, management reporting and member engagement and participation remuneration as required.
- Assist with corporate governance functions and oversight arrangements to ensure the Centre's compliance with relevant legislative obligations including the _Financial Management Act 1994_, the _Freedom of Information Act 1982_ and the _Public Administration Act 2004._
- Develop and implement strategies to monitor and evaluate secretariat services, identify risks and issues, and opportunities for innovation to achieve desired outcomes.
- Develop and implement processes or strategies to ensure the meaningful engagement and full participation of those with lived and living experiences within the Collaborative Centre's governance structures.

**Qualifications and Specialist Expertise**
- Understanding of relevant statutory requirements and public sector policies and standards relating to governance practices.
- A tertiary qualification in law, public policy or relevant corporate governance skills is preferable.
- Experience in financial literacy, audit/internal controls and risk management is preferable.
- Demonstrated experience working with people who have a past or current lived experience of mental ill-health or psychological distress is preferable.
