Network Design and Integration is a Group within the Department of Transport and Planning, who transforms network strategies and plans into deliverable transport solutions. It does this by delivering informed investment options through planning and delivering infrastructure and deployment of asset management processes, including property.
The Rolling Stock Development Division (RSDD) is focused on the development and growth of the Victorian rolling stock industry, and integrates the key activities of network planning, industry engagement and rolling stock procurement. This Division develops rolling stock procurement strategies, manages all aspects of procurement relating to rolling stock and supporting infrastructure, and develops an asset management strategy.
**The Rolling Stock Development Division is responsible for**:
- Planning, procurement and maintenance standards

- Interfaces with franchisees and operators

About the Role
Reporting to the Executive Director, Finance and Commercial, Rolling Stock Development (RSD) is seeking to engage a Contract & Commercial Manager to support the commercial, contractual and financial management of major and highly complex rolling stock projects.
The Contract & Commercial Manager is responsible for leading the development and implementation of procurement methodologies and commercial frameworks for high value, complex rolling stock procurements and will also lead complex commercial negotiations with supplier and franchisees.

- Successful delivery of major and highly complex rolling stock projects to agreed scope, time, quality and budget and ensuring project outcomes achieve RSD safety, operational and commercial objectives.
- Lead the development and provision of consistent and high quality commercial,, policy and procurement advice across the highly complex rolling stock projects.
- Negotiate and liaise with key stakeholders on project-wide commercial issues.
- Provide authoritative, pragmatic advice across projects to support consistent advice from the commercial team across the delivery phase of the project.
- Provide strategic advice and support the Executive Director on commercial matters, including the management of claims, disputes and the preparation of briefings to the Minister, Secretary, Head.
- Represent the Division on multidisciplinary working groups, steering committees and governance forums, providing authoritative commercial and financial advice and support.
- Establishment of high-quality optimal procurement methodologies for high value complex rolling stock procurement.
- Negotiate and manage complex commercial arrangements maximising value for money for State procurements. Initiate, negotiate and resolve commercial issues with stakeholders as they arise and prepare detailed analysis and advice on commercial matters for decision-making.
- Actively contribute to the development of a positive team culture and demonstrate a strong commitment to developing people.
Qualifications and Experience
Desirable
Must possess a relevant tertiary qualification in Commerce, Economics, Engineering, Finance, Project Management or other discipline relevant to complex, high value procurement and project management.
