The NCP Is Structured With Three Programs
The NCP Scholarships Program supports Australian undergraduate students to strengthen their Indo-Pacific capability and Asia literacy including through study, language learning and internships, through programs up to 19 months.
The NCP Semester Program leverages Australian universities' partnership arrangements to support one-to-two semester length experiences for students to develop Indo-Pacific capability, including language learning and internships.
The NCP Mobility Program focuses on short-term, credit-bearing experiences of four-to-nine weeks to develop Indo-Pacific capability that may include structured learning, internships, mentorships, practicums, and/or research.
Palladium is contracted by the Department of Foreign Affairs and Trade (DFAT) to manage the NCP Managed Administrative and Support Services (MASS) program which underpins the effective operation of the scholarships, mobility and semester programs, including training and learning, as well as supporting alumni engagement, business engagement, communications, funds management, risk management, and monitoring, evaluation and learning (MEL).
This OpportunityTheLearning Coordinatorwill support the design of training and learning materials for the NCP Program, with a particular focus on the development of updated e-learning modules for use in pre-departure training for scholars and students participating in the mobility or semester projects.
It will contribute to the development and implementation of the NCP training, learning and development program for student participants in NCP activities, including the Scholarships, Mobility and Semester Programs.
The role will coordinate analysis, design, development, and evaluation of training and learning materials, working closely with program teams in MASS and DFAT.
The role involves identifying stakeholder needs, working with subject matter experts and delivering training and learning activity, including through technology solutions.
The position is based in Palladium'sAdelaide or Brisbaneoffice, but flexible working arrangements (remote or hybrid) can be considered, although the role isfull-time.
Reporting Lines and Working Relationships
This role reports into the Deputy Director, working closely with the Director and program leads who are managing the overall scholar pre-departure program of events and activities.
Reporting requirements may include but are not limited to:
Attendance at project meeting (including coordinating the e-learning project meetings) team meetings, other requested meetings and regional meetings (e.g. townhalls).
Regular (minimum of monthly) one to one meetings with your line manager on the status of personal Key Result Areas (KRAs), career development discussions and any other matters.

For example, if an employee works five days a week, they must spend at least three days physically in the office.
The Learning Coordinator is a member of the Contracts team and works closely with the Director who is overseeing the 2026 pre-departure training program, as well as the Scholarships Manager and Senior Manager Mobility and members of the broader MASS team on the development of content for the e-learning modules and wider learning development materials.
This role reports into the Deputy Director, NCP MASS.
The position works closely with designated NCP Secretariat personnel and liaises with other Department of Foreign Affairs and Trade (DFAT) staff, as well as with designated NCP stakeholders, including subject matter experts, consultants and external service providers.
The role carries a moderate degree of autonomy and will work closely with the operations, scholarship and mobility teams on development of high quality e-learning products, and supporting the Deputy Director in the management and administration of the system and longer-term development of the learning function within NCP MASS.
Primary Duties And Responsibilities
The primary responsibilities of theLearning Coordinatorcan be broadly described as follows:
Effective project coordination of e-learning module development project to develop updated e-learning modules
ResponsibilitiesThe Learning Coordinator will play a key role in a project to deliver a refreshed suite of scholar pre-departure training materials and e-learning modules for students participating in the NCP Program in 2026 onwards, within the framework of a wider pre-departure training program.
Responsibilities include:
Support planning and implementation of a project to develop a suite of refreshed e-learning modules, as part of a wider NCP pre-departure training program, covering key topics required as part of pre-departure training for scholars and students participating in mobility or semester program activities.
Support the identification where appropriate and management of suitable training and learning technology systems including e-learning development solutions, as part of project implementation.
Support coordination, planning, testing and clearance processes for product development processes, working closely with subject matter experts and relevant MASS and DFAT NCS teams involved in project management.
Provide administrative support to learning module development activities, including but not limited to procurement and management of suppliers, tracking of project progress, reporting against project plans, and other ad hoc duties.
Support the development and implementation of training on e-learning tools and processes for key MASS staff and stakeholders as required.
Contribute to evaluation of e-learning systems and e-learning modules
Contribution to the development of effective training, learning and development processes for NCP stakeholders
Support the design and development of the cohesive scholar pre-departure training program, including the e-learning modules developed through the above project, as well as webinars and guidance materials, to be delivered from December 2026 onwards into the first quarter of 2026.
Advise on the use of training, learning and knowledge management systems, processes and approaches/methodologies to design training and guidance for NCP stakeholders that is accessible, relevant and designed to meet learning outcomes.
Support the ongoing maintenance of a learning management system, in collaboration with the Deputy Director, and other platforms/tools as required.
Support the culture and use of e-learning tools and processes with key NCP stakeholders to ensure progress towards program objectives
Understand how innovation and technology shape the way the NCP support services work and introduce new ways of working through data and technology to support training and learning for NCP student participants and stakeholders.
Develop and maintain client and stakeholder relationships across assignments and maintain professional, respectful and effective relationships with your colleagues.
Other tasks as reasonably requested by the Director and Deputy Director.
Required Qualifications And Key Competencies
Demonstrated experience working with technical systems for knowledge management, e-learning or other purposes.
Demonstrated experience in working in learning, development and training, with experience of working with government and international student/scholarship or international development programs highly desirable
Demonstrated experience communicating and working effectively with a wide range of stakeholders.
Demonstrated project management organisational skills, attention to detail and written and verbal communication skills.
Demonstrated relationship management skills, including the ability to work across a broader team and with external stakeholders.
Ability to work independently and demonstrate sound judgement.
Highly developed organisational skills, agility and the ability to balance and prioritise multiple tasks, and work well under pressure;
Relevant bachelor's degree or certification e.g. in international relations, communication or education, with experience in knowledge and learning management, teaching, international relations; or an equivalent combination of relevant experience and/or education/training.
