In this key leadership role, you will be the City of Sydney's prime representative in matters relating to both operational facilities management and longer-term asset management, with a focus on delivering superior asset life cycle cost & performance outcomes within the Property Portfolio. The role will develop and implement a best practice operational strategy and implementation plan to effectively manage the City's facilities management across all owned and occupied property assets.
Key duties associated with this role include:
- Direct and lead the Facilities & Operations team and contribute as a collaborative member of the Property Services Leadership team in the achievement of the Units overall objectives.
- Support initiatives that improve the performance & sustainability of the property portfolio towards meeting Sydney 2050 objectives & Property Strategy delivery.
- Lead the development of the portfolio wide Facilities/Asset Management Operational Strategies and supporting Implementation Plan. The plan should drive cost effective management of hard and soft outsourced services, and include best practice management of WHS,, risk, compliance and customer service.
- Provide FM advocacy, expertise, assistance and information to the City's business/ operational units, and external Council stakeholders, with regard to all FM matters.
- Drive and monitor the performance of the outsourced Facility and Asset Compliance Service providers for all facilities management related functions to ensure KPIs are met including preventative and reactive maintenance; best practice cost effective repairs and maintenance, and asset condition assessments
- Ensure strong governance of FM data within The City's Management Information System
- Actively seek out opportunities for innovation to improve the operational performance of both the Commercial and Community property portfolios.
- Develop/foster internal/external relationships and participate in forums that are relevant to improving future Facilities Management performance in the Property Portfolio.
- Share expertise and learnings on FM leadership initiatives by liaising with internal stakeholders, private enterprise and public sector organizations.
- Promote and raise awareness, at all levels of the organization, of the importance of best practice Facilities Management including cost benefit, social benefit, asset maintenance and risk management.
Essential Criteria
1. Tertiary qualifications in Engineering, Building Operations, Facilities Management or a related field, or significant broad experience in managing hard and soft Facilities Management service delivery across multiple sites.
2. Demonstrated ability to lead and develop a high performing, customer centric team including providing feedback and management of performance.
3. Demonstrated capability to develop Facilities Management Strategy, Business Plans and Implementation Plans across a diverse range of property e.g. office, retail, industrial.
4. Demonstrated experience in effectively managing results from outsourced Service Providers of facilities management and asset compliance
5. Demonstrated management capability including proven budget development, financial management and skills.
6. Demonstrated ability to anticipate and influence customer expectations and to provide services that meet customers' needs.
7. Demonstrated knowledge of statutory legislation and obligations imposing or affecting operations and building services.
8. Understand your WHS responsibilities and actively ensure health, safety and wellbeing of yourself and others at work in accordance with the City's Policies and Procedures and WHS legislation.
Desirable Criteria
1. Well-developed understanding of the political and social context in which Council operates.
2. Understanding of the Local Government Act.
