- Warfighting Applications Product Line (WAPL), Technical Transformation Lead- Position Description:
- This role will work within the Warfighting Applications Product Line area of the Warfighting Networks and Applications Support Organisation (WSO), ICT Delivery Division, Chief Information Officer Group, Department of Defence.
- The Test and Evaluation (T&E) Lead is responsible for all test and evaluation aspects of the Applications Product Line and other T&E activities as directed by, and in support of the Technical Transformation Lead. The Test Lead will be required to perform and/or have responsibility for duties including, but not limited to:
- Developing and implementing the T&E framework for the Applications Product Line, consistent with the Defence Test and Evaluation Policy requirements.
- Participation in the program Warfighting Networks and Applications (WNA) T&E Working Group (TEWG) with applicable stakeholders to identify and develop appropriate T&E requirements for the Applications Product Line.
- Developing and updating the sub-Program Test and Evaluation Master Plan (TEMP) for the Applications Product Line, and contributing to the wider Warfighting Networks and Applications Support Office (WSO) Program TEMP in support of respective Committee Reviews and Gates, and Government Approvals, as the project progresses through the Capability Life Cycle (CLC).
- Developing and/or assisting the development of TEMP Enclosures for specific capabilities being procured across the Capability Elements and Project Tranches.
- Ensuring standardisation across all test plans and related T&E activities.
- Supporting the Integrated Project Team (IPT) and Capability Boards through the provision of Subject Matter Expert (SME) advice on T&E matters.
- Leading the planning, conducting and reporting of trials in support of Preview T&E activities, to inform capability and procurement decisions.
- Supporting the planning, conducting, reporting and coordinating of Strategic Partner-led Acceptance T&E activities; and Capability Manager-led Operational T&E activities across all Capability Elements.
- Supporting the Warfighting Applications Product Line Manager through the provision of timely advice pertaining to funding, schedule and risk associated with T&E activities.
- Contributing to the development of project-level planning tools such as the

Work Breakdown Structure (WBS) and Integrated Master Schedule (IMS).- Supporting commercial procurement activities including the collaborative development of Statement of Work(s) (SOW) with Strategic Partners/industry.
- Required Skills and Experience:
- Experience supporting, testing and validating hyper-converged infrastructure, converged infrastructure and Microsoft infrastructure services;
- Excellent knowledge of networking technologies, particularly with network layers and segmentation;
- Experience working in highly secure kinetic environments;
- Experience with the implementation, assessment and testing of capabilities defined within a Software Defined Datacentre model;
- Have experience and understanding of International Traffic in Arms Regulations (ITAR);
- Experience with Automated Attack Framework for Test and Evaluation activities;
- Demonstrated experience with Secure Coding practices and verification requirements;
- Experience with Infrastructure as Code and Infrastructure testing strategies; and,
- Demonstrated experience in T&E fundamentals, scoping and planning considerations, test methodologies, and test integrity and safety management across T&E phases including Preview T&E, Developmental T&E, Acceptance T&E and Operational T&E.
- Experience in T&E in an Agile and/or DevSecOps context, including automation and testing at scale.
- Experience in development of test harnesses, test cases, scenarios and frameworks with stakeholders.
- Knowledge of the Defence Strategic Framework, Defence Capability Life Cycle, Defence Test and Evaluation Policy and the related governance requirements.
- Desirable- Qualified T&E Practitioner with any formal qualification, ISTQB or equivalent.
- Experience as a T&E Manager on a major capital acquisition project in the Defence context.
- Experience in T&E on software and ICT related products, including Cyber T&E.
- Experience with the policies and procedures of the Chief Information Officer Group.
- Understanding of JC2 systems, strategic networks, tactical networks, and ICT organisations within the ADF (fixed and deployed domains) in the Joint Force operational environments.
- Understanding of the Defence Security Principles Framework, Public Key Infrastructure, and cyber worthiness principles.
- Understanding of the Software Development L
