About the Business Unit
Youth Justice provides community-based supervision and case management services for young people who are appearing before, or have been sentenced by, the Children's Court, Koori Court and adult criminal courts and who have been placed on Youth Justice supervised orders, including supervised bail. Youth Justice promotes the rehabilitation of young people involved in offending, with the aim of reducing crime in the community.
This role sits within the Youth Justice Bail and Court Advice Service (YJBCAS). This service includes the Youth Justice Bail After Hours Service (YJBAS), Youth Justice Court Advice Service team, and the newly formed Enhanced Bail Supervision and Support (EBSS) team. The role reports through to YJBAS Team Managers.
About the Role
The YJBAS provides bail assessments and advice to Bail Justices and the Weekend Online Remand Court (WORC) outside of standard business hours, including weeknights, weekends and public holidays. This function supports the Children's Court and Bail Justices to undertake informed decision-making, and ensure young people are dealt with in a manner consistent with the key principles underpinning relevant legislation.
YJBAS workers also support the delivery of the EBSS service. EBSS is a two-year trial within Youth Justice, providing enhanced supervision and support, including electronic monitoring, to young people on bail in the metropolitan Melbourne area.
Key responsibilities include:
- Conduct quality bail assessments, create reports, and provide authoritative and expert advice to Bail Justices and the WORC.
- Respond to afterhours electronic monitoring alerts, including assisting the young person and family to troubleshoot technical issues with electronic monitoring devices, providing a physical response to support maintenance if required and when safe to do so, and associated record keeping and information sharing.
- Provide technical expertise and specialised support in electronic monitoring, including conducting installation, maintenance and removal of electronic monitoring devices.
The YJBAS workers will be required to operate on a rotating roster, with both evening and day shifts, which includes weekends and public holidays. The role also requires reasonable additional hours and work outside of standard business hours including evenings, weekends and public holidays, which will be remunerated in accordance with the applicable provisions of the Victorian Public Service Enterprise Agreement 2024.
About you:
- Advanced understanding of the Youth Justice system including the principles and philosophy underpinning relevant legislation and the Victorian Youth Justice program.
- Demonstrated knowledge and practice at an advanced level in the area of statutory Youth Justice, Corrections, Child Protection or related fields.
- Understanding of the principles of case management and case work and a range of assessment and interventions relevant to the age, gender, developmental stage and offending related needs of the young person.
- Demonstrated understanding and experience in the electronic monitoring of young people or adults involved in the criminal justice system is desirable.
Qualifications and Requirements
- A Bachelor of Social Work or Diploma in Community Services Work is required. (Other tertiary qualifications at Diploma or above will be considered only if they include units of study in case management/casework practice and has had supervised practical work placements.)
- A current Employee Working with Children Check (WWCC) card is required and will need to be provided prior to commencement of employment by the applicant. Currency will need to be maintained by the employee for the period of employment.
- A current full driver's license is required. The role will involve travel including during night shifts and on weekends.
