What you will do as
the Product Owner
The Product Owner is responsible for the plan and design of the Digital ID technology solution. As a Product Owner, you will be lead a team of Business Analysts, defining the vision and roadmap for the Digital ID Register and portals, collaborating closely with cross-functional teams and ensuring the successful delivery of this strategic product. You will be the key bridge between stakeholders, users, and the development team, working to prioritise features, gather requirements, and drive the product's evolution.

Key Responsibilities For This Role
As the Product Owner you will:

  • Define a clear and compelling product vision that aligns with the organisation's goals and objectives. this will require you to communicate the vision to the development team and stakeholders to ensure everyone understands the product's direction.
  • Lead a team of business analysts to elicit and document detailed requirements, ensuring the solution meets the needs of business stakeholders and is prioritised based on business value and user needs.
  • Maintain and prioritise the product backlog, which is a list of tasks, user stories, and features that need to be implemented. You will need to continuously refine and adjust the backlog based on changing priorities and feedback.
  • Act as the primary point of contact between the development team and stakeholders, providing regular updates to stakeholders on the progress of the project and gathering feedback.
  • Collaborate with the development team to plan and prioritise releases, determining the scope of each release and set release goals.
  • Work with quality assurance teams to ensure that the product meets the specified acceptance criteria, with accepting or rejecting completed work based on whether it meets the acceptance criteria.
  • Make informed decisions regarding the product's features, functionality, and priorities. You will be required to resolve conflicts and make trade-offs when necessary to keep the project on track.
  • Identify and mitigate risks that may impact the project's success, anticipate potential issues and develop contingency plans as required.
  • Gather and analyse user feedback to inform future product improvements, continuously iterating on the product to enhance its usability and effectiveness.
  • Design the appropriate operating model to support operations and continuous improvement, considering key operating model dimensions including Technology, Financials, Governance, Services, Capabilities, Processes and Roles & Responsibilities.
  • Collaborate with technical teams and explore the customer element of the technology to appropriately map the customer journey considering key pain points and downstream IT support processes.

About You
In order to succeed in the role, you will have:

Role
All candidates are expected to meet the APS Integrated Leadership Profile (ILS) for the classification advertised. Follow the link for more information on the ILS. This role in particular requires:

  • Proven experience in product ownership or product management, including leading the development and delivery of digital products or services in complex environments.
  • Demonstrated ability to define and communicate a clear product vision and strategy, aligned with organisational goals and user needs.
  • Strong stakeholder engagement and communication skills, with the ability to translate business requirements into actionable product features and priorities for multidisciplinary teams.
  • Experience managing product backlogs, prioritising work, and facilitating agile events (e.g. sprint planning, reviews, retrospectives) to ensure continuous delivery of value.
  • Ability to make data-informed decisions, using user research, analytics, and feedback to guide product development and improve user outcomes.
  • Demonstrated capacity to lead and influence cross-functional teams, including developers, designers, and business stakeholders, in a fast-paced and iterative delivery environment.
  • Strong understanding of agile frameworks (e.g. Scrum, Kanban, SAFe) and ability to apply agile principles effectively.

The Following Job-specific Criteria Are Also Highly Desirable

  • Certification in product ownership or agile delivery (e.g. CSPO, SAFe PO/PM, ICAgile) is desirable.
  • Ability to obtain and maintain a minimum Baseline Security Clearance with AGSVA.
  • Experience in government or large-scale enterprise environments, particularly in digital transformation or service delivery, is desirable.
  • Familiarity with collaboration and delivery tools such as Confluence, Azure DevOps, or similar is desirable.
