About the role

We are seeking a highly skilled Technical Business Analyst (TBA) to operate Above the Line (ATL) on a major Australian Government ICT program. This role will sit within the client-side governance and advisory function, working closely with program managers, solution architects, and multiple delivery partners.

The TBA will bridge the gap between business stakeholders and technical delivery teams, ensuring business needs, security requirements, and whole-of-government policies are met.

Unlike traditional delivery roles, this ATL role is focused on requirements definition, assurance, and governance rather than hands-on development.

Key Responsibilities

• Elicit, analyse, and document business, functional, and technical requirements with a focus on Cloud adoption and integration.
• Work with stakeholders to define business processes, workflows, and data requirements for cloud-enabled solutions.
• Translate business needs into Functional Performance Specifications (FPS).
• Support the development of project governance documentation to ensure traceability between requirements, architecture, and design.
• Conduct impact assessments for new initiatives and proposed changes to Cloud-based platforms and services.
• Review and assure vendor/delivery partner requirements, user stories, and solution designs for compliance with Commonwealth standards.
• Maintain requirements traceability throughout the lifecycle to verification and acceptance.
• Facilitate workshops, working groups, and governance boards, ensuring stakeholder alignment.
• Provide input into procurement, tender evaluations, and partner selection from a business/technical requirements perspective.

Key Responsibilities

• Minimum 5+ years' experience as a Business Analyst in complex ICT programs, with at least 2 years in Government or Defence.
• Demonstrated experience with Cloud environments (Azure, AWS, GovCloud) including migration, integration, or governance.
• Strong understanding of Zero Trust principles, ISM/PSPF security requirements, and Cloud security frameworks.
• Experience in requirements management tools (e.g., JIRA, Confluence, and DOORS).
• Proven ability to work with both business stakeholders and technical teams in a multi-vendor environment.
• Strong documentation skills including Business Requirements Documents (BRDs), Functional Specs, and Process Maps (BPMN/UML).
• Work with stakeholders to define business processes, workflows, and data requirements for cloud
