Primary objective
Lead the planning, design, procurement, and delivery of public housing and land servicing projects across the Northern Territory, ensuring
compliance with legislative and policy frameworks. Oversee a significant capital investment program, fostering partnerships with
government agencies, land councils, and community stakeholders to deliver sustainable, culturally appropriate housing solutions.
Context statement
The Housing and Land Servicing division operates within a dynamic and complex environment, tasked with addressing the NT's unique
housing challenges, particularly in remote and Aboriginal-owned land contexts. The division plays a critical role in implementing the
government's 10-year partnership agreement aimed at halving overcrowding and increasing housing supply. The General Manager will
lead a team responsible for managing a multi-billion-dollar capital program, navigating legislative and approval processes, and fostering
community engagement to deliver tailored housing solutions aligned with government priorities and community needs.
Key duties and responsibilities
1. Lead the development and implementation of strategic plans, masterplans, and frameworks for housing and land servicing projects,
ensuring alignment with government policies, community needs, and cultural sensitivities.
2. Oversee the program management and end-to-end delivery of public housing projects, land subdivision, infrastructure upgrades
(power, water, sewage), and land tenure services, managing a portfolio of over 100 contracts and a capital investment of ~$4 billion
over ten years.
- Build and maintain effective relationships with government agencies, land councils, community representatives, and other
stakeholders. Lead negotiations to resolve points of difference and secure approvals, ensuring community and stakeholder
consensus.
- Ensure all projects and programs adhere to relevant legislative, policy, and governance frameworks, proactively managing risks,
securing approvals, including land lease negotiations and community consultations, and maintaining compliance throughout all
phases of delivery.
- Manage operational budgets (~$20 million annually) and capital expenditure, forecast project costs, and ensure delivery within
financial constraints.
- Represent the department in high-level negotiations, stakeholder engagements, and forums, advocating for departmental priorities
and community needs. Prepare and deliver regular reports to senior management, government agencies, and governance bodies to
ensure transparency, accountability, and informed decision-making.
- Incorporate cultural considerations and community input into project planning and delivery, ensuring solutions are culturally
appropriate and sustainable.
- Lead, motivate, and develop a high-performing team, fostering a culture of safety, innovation, and continuous improvement.
- Work collegiately with the General Manager Regions in the delivery of projects and provide strategic support as required in the
delivery of the public housing and land development program.
Selection criteria
Essential
1. Extensive experience in land tenure, land development, or infrastructure delivery within remote or culturally sensitive environments,
preferably in the NT or similar contexts.
2. Proven ability to lead large, complex programs with multiple stakeholders, including government agencies, land councils, and
community groups.
3. Strong negotiation, stakeholder management, and conflict resolution skills.
4. Demonstrated understanding of legislative, regulatory, and approval processes related to land and housing development.
5. Experience managing significant capital investment programs
6. Ability to develop strategic frameworks, masterplans, and standards for housing and land servicing.
7. Excellent leadership, communication, and team management skills.

1. Tertiary qualification/s in a relevant discipline.
