Learning & Development Manager

We're seeking an experienced and passionate Learning & Development Manager to ensure our employees have the knowledge, skills, and confidence to deliver safe, high-quality services to our clients.
In this role, you'll lead the implementation and continuous improvement of our learning and development framework, driving effective learning outcomes, maintaining compliance with mandatory training, and strengthening workforce capability across the organisation.
You will bring strong technical expertise in learning design and development, including e-learning creation and the management of a Learning Management System (LMS). This is a hands-on, solutions-focused position where you'll collaborate closely with leaders and subject matter experts to identify learning needs and deliver practical, impactful training solutions.
What you will do
- Continuously assess and enhance the Organisational Learning and Development Strategy to ensure its relevance, alignment with NDIS Practice Standards and Human Rights principles, and responsiveness to evolving workforce needs, industry trends, and regulatory requirements.
- Lead and contribute to organisational development (OD) initiatives and strategic projects that enhance workforce capability, employee experience, and cultural development, ensuring alignment with strategy, purpose, values, business objectives and sector best practices.
- Ensure all employees complete mandatory training in line with NDIS Quality and Safeguards Commission requirements, workplace safety legislation, and industry best practices, while maintaining oversight of compliance records to achieve 100% training completion across all required learning areas.
- Manage the Learning and Development budget effectively to support organisational training needs.
- Lead and manage the procurement and contract management of external learning providers to ensure value for money, service quality, and adherence to Afford's contractual, policy, and procedural obligations.
- Ensure real-time reporting on training completion and compliance risks, enabling proactive gap analysis and risk mitigation.
- Provide senior leadership with data-driven and qualitative insight reporting on learning outcomes, training compliance, including trends, risks, areas for improvement, and performance impact.
- Lead the end-to-end development, coordination, and evaluation of L&D programs, ensuring high engagement, effectiveness, and practical application.
- Oversee and manage Learning Management System (LMS), ensuring seamless administration, strong user engagement, and effective reporting functionality.
- Ensure learning content is accessible, inclusive, and culturally responsive, meeting the diverse needs of employees and consumers.
- Ensure robust evaluation frameworks are used to assess training effectiveness and continuous improvement, incorporating data insights, participant feedback, and organisational impact measures.
- Provide leadership in fostering a learning culture where development is valued, evidence-based, and actively applied across all levels of the organisation.
- Develop tailored learning solutions to address workforce skill gaps, driving continuous improvement in service delivery and head office.
- Implement a blended learning approach, integrating e-learning, in-person workshops, coaching, and self-directed learning to cater to diverse learning styles and operational needs.
- Collaborate with subject matter experts (SMEs) and Service Delivery leaders to design and deliver sector-specific training programs, ensuring employees are equipped to provide high-quality, person-centred disability support.
- Design and implement a Leadership Development Framework that provides structured learning pathways to prepare employees for leadership roles and career advancement.
- Engage with external training providers, industry bodies, and regulatory agencies to ensure the adoption of best practice learning methodologies.
- Ensure L&D initiatives are responsive to consumer needs and expectations, continuously adapting programs to improve service quality and outcomes.
- Ensure the role delivers a high degree of customer service to all internal and external customers and clients
What you will bring
To excel in this role, the successful candidate will need;
- Tertiary qualification in Learning & Development, Human Resources, Organisational Development, Education, or a related field
- Strong knowledge of NDIS Quality and Safeguarding Frameworks, workplace compliance training requirements, and best practices in L&D
- Expertise in designing and developing learning content including e-learning through programs like Articulate.
- Understanding of adult learning principles, instructional design methodologies, and competency-based training.
- Strong technical experience in managing LMS platforms to ensure seamless automation of learning assignments and reporting.
- Proven experience in leading L&D strategy, managing mandatory training, developing career pathways and leadership development programs.
- Experience working within the disability, community services, or healthcare sector, with a strong understanding of sector-specific training needs
- Demonstrated success in engaging stakeholders, influencing culture change, and embedding a learning culture.
- Strong personal commitment to working in a for-purpose organisation
- Demonstrated ability to deliver high quality customer focussed services
- Excellent communication, and interpersonal skills
- Current 'C' class driver's licence
