About the Team

The People & Culture (P&C) group delivers high quality workforce services to meet the current and predicted demands of the Commission. More specifically, the Employee Relations team are involved in the enterprising bargaining process, consultation processes including with unions and the Commission's Staff Participation Forum (SPF), People & Culture projects, policy and procedure revision and development, and responding to a variety of complex employee/industrial relations matters.

About the Role

This role supports and facilitates the Commission's participation in the APS-wide enterprise bargaining process, and manages the enterprise bargaining process (once commenced) to establish a new Enterprise Agreement for the Commission.

Position Duties

  • Conduct high level negotiations including Enterprise Bargaining in accordance with the Public Sector Workplace Relations Policy and Fair Work Act.
  • Develop and provide expert advice on enterprise bargaining matters.
  • Manage and coordinate the communications and engagement with senior managers, employees, workplace delegates, relevant unions and other stakeholders.
  • Prepare relevant correspondence, documentation and communications including applications for approval of the Enterprise Agreement in accordance with the Fair Work Act.
  • Create and maintain close relationships with the Australian Public Service Commission, Fair Work Commission, unions and professional legal counsels. This includes consulting with legal counsel on selected/relevant industrial matters.
  • Liaise with the Commission's industrial organisations, consultative forums and unions on matters relating to the development and implementation of new and amended policies, strategies or programs, ensuring the organisation responds to current and emerging industrial relations issues.
  • Support the Commission's consultation processes, including with unions, the SPF and relevant employee representatives to deliver change programs and Enterprise Agreement implementation.
  • Lead a small team, including managing workload, timesheet and leave approvals, engagement, wellbeing, and achievement of individual and team performance objectives.

Position Eligibility Requirements (Selection Criteria):

To be successful in this role you will need to demonstrate the following:

  • A tertiary qualification in Employee or Industrial Relations, Human Resource Management, Business Management, Law or a related field, or equivalent work experience.
  • Proven experience in, and sound technical knowledge and understanding of, contemporary industrial relations issues as they relate to enterprise bargaining (preferably in the APS), relevant legislation, and the Australian Government bargaining framework.
  • Highly developed written and verbal communication skills including the ability to build and maintain effective working relationships, and manage stakeholders at all levels to achieve results.
  • Proven experience in preparing fit-for-purpose briefing materials and other communications, sometimes at short notice.
  • Proven ability to negotiate and influence positive outcomes in difficult and challenging situations, Display resilience.
  • Strong analytical and critical-thinking skills, including being able to make sound decisions and legally defensible recommendations on how to progress matters/milestones in situations of ambiguity.
  • The ability to engage with others with empathy and professionalism, respecting diverse backgrounds, perspectives and experiences.
  • A high level of integrity, professionalism and discretion in dealing with sensitive and confidential information.

Position Notes:

  • Salary offered will be between $118,588- $135,251 per annum depending on skills and experience. In addition, 15.4% superannuation will be paid.
