Parramatta or McKell location with hybrid working – weekly attendance
This role sits in the Business Operations team within Government Shared Services
Salary range: $ 129,464– $ 142,665 p.a. base salary dependent on experience, plus 12% superannuation
About the team
This newly established team's purpose is to support the delivery of the strategic roadmap to consolidate and harmonise shared services operations and systems across the NSW public sector.
Involving the consolidation of ERP systems and processes, IT service and incident management and travel and expense management, the program will lead to a better employee experience and enable more efficient sector mobility. Additionally, common, streamlined and efficient processes will allow our people to better focus on our customers.
The Senior Commercial Officer will perform end-to-end procurement activities to support the Division/Branch and partners with stakeholders to plan, develop, source and manage procurement/contractual arrangements.
Your day-to-day
Reporting to the Commercial Manager in Government Shared Services, your role will:
Undertake business needs assessment, supply market analysis and commercial risk assessments to inform procurement planning and sourcing decisions.
Review and adapt the relevant NSW Government and in particular DCS procurement policy and scheme to ensure the procurement process is being managed in consistent with the NSW DCS Procurement Policy Framework and relevant legislation and policies.
Align with ICT commercial framework terms and conditions with current scope, legislation, and policies, minimising risk for buyers while meeting organisational and statutory obligations.
Lead the development and management of optimal sourcing strategies applying best practice use of cross functional resources.
Implement frameworks for established contracts and vendors to ensure contracted service delivery is maintained, monitored and reported against.
Partner with the range of stakeholders to deliver complex technical procurements across infrastructure, hardware, software and services.
Provide expert advice and guidance on procurement options and timeframes to ensure project delivery.
The Senior Commercial Officer is expected to have a good understanding of
NSW Government contracting framework
DCS ICT Procurement rules, policies and procedures
And can utilise the above two aspects to progress procurement and progressing of contractual arrangements.
To be successful in this role you will demonstrate:
Demonstrated ability to manage a variety of ICT procurement categories and conducting complex end to end procurement activities across infrastructure, hardware, software and services.
Specific ICT Procurement experience in developing and managing ICT contracts
Experience in developing and implementing supplier management strategies.
Demonstrated ability to deliver consistently, high quality customer experience of procurement activities under the scheme across a diversity of environments and situations where procurement requirements and needs vary significantly.
Salary Grade 9/10, with the base salary for this role starting
at $129,464 base plus superannuation
