Located in the Integrity, Regulation and Legal Services (IRLS) group, Tobacco Licensing Victoria (TLV) has been established to deliver the Government's commitment to implement a tobacco regulation and licensing scheme.
Following the passage of the Tobacco Amendment (Tobacco Retailer and Wholesaler Licensing Scheme) Act (Act) in November 2024, Victoria is implementing a tobacco business licensing scheme and regulator to strengthen tobacco regulation. Since 1 July 2025, tobacco retailers and wholesalers can apply for a licence to sell tobacco products, improving oversight and compliance. Additional functions under the Act, including enforcement and broader regulatory powers, will come into effect in February 2026.
About The Role
Initially reporting to the Manager, Licensing, the Senior Licensing Supervisor will assist with the establishment and ongoing leadership of the licensing team for the tobacco regulator, including:
- assessing and determining tobacco licence applications, within a risk-based framework
- performing against established targets and taking proactive steps to address any shortfalls
- maintaining high quality service delivery, identifying areas for improvement, and implementing process enhancements
- providing input and specialist advice to inform decision making and identifying opportunities to improve processes within the licensing team
The role operates within a complex and dynamic environment that requires a capacity to exercise sound judgement, and the ability to proactively develop and maintain effective relationships with key stakeholders, using influence and negotiation skills to support the provision of clear advice to support effective, timely actions.
Core to being successful in this role will be your ability to understand new subject matter quickly, demonstrate appropriate initiative, analytical and problem-solving skills and strong written and verbal communication skills.
As the Senior Licensing Supervisor some of your duties will include:
- Lead and supervise the licensing team responsible for assessing, processing, and determining tobacco business licence applications, ensuring compliance with legislation and policies.
- Contribute to ongoing monitoring of higher-risk industry participants and address information requests appropriately.
- Assess, investigate and respond to routine enquiries and requests for information from internal and external stakeholders.
- Assist in the development, and continuous improvement, of operational policies and processes to improve service delivery.
- Provide operational performance data to inform decisions on the allocation of resources to achieve performance targets, performance improvements, and improve efficiency.
To learn more about this role before applying, please read the attached position description.
About You
To be successful in this role, you will have:
- Demonstrated ability to interpret and implement legislation in a regulatory context, particularly regarding applications for industry entry, assessing ongoing suitability, and addressing complex or high-risk issues.

- Demonstrated ability to extract operational performance data to inform resource allocation and achieve performance targets.
