The Opportunity

The Department of Parliamentary Services (DPS) is recruiting for a Parliamentary Service Level 6 Broadcasting Operations Manager within Digital Recording Services Branch.

An opportunity exists to lead the Broadcasting Operations Red Team as part of the Parliamentary Broadcasting Operations section within the Digital Recording Services Branch at Parliament House.

The Digital Recording Services Branch is responsible for broadcasting and archiving the audiovisual record of chamber and committee proceedings and for producing the official written record of parliamentary debates and committee hearings, known as the Hansard.

The Broadcasting Operations section are responsible for producing the video and audio recordings and live broadcast of all parliamentary proceedings and maintaining them as part of the National Record of the Federal Parliament of Australia.

Who we are looking for

Our ideal Broadcast Operations manager will have:

Demonstrated experience leading a team and working collaboratively with a wide variety of stakeholders.

Demonstrated high level experience and understanding of broadcast television.

Demonstrated high level experience and understanding of the operation of audio and video equipment in live environments.

Willingness to work around the dynamic requirements of the Parliament.

Job Specific Requirements:

Appropriate Video and Audio operations Qualifications (e.g. Diploma of Screen and Media or equivalent), or equivalent relevant experience are highly desirable.

A strong understanding of live broadcast television.

The successful applicant will be required to obtain and maintain a Baseline Vetting (Protected/Restricted) security clearance.

Duty Statement

Under limited/general direction undertake duties in accordance with the agreed standards for the specified classification. The duties will include, but are not limited to, the following:

  1. Confidently liaise with internal and external stakeholders to deliver broadcasting and audio-visual services in support parliamentary proceedings, both at Australian Parliament House (APH) and at interstate hearings.

  2. Identify the training and professional development needs of the team and determine ways to address skills gaps and maintain currency of knowledge. This may include (but is not limited to) developing procedural and instructional documentation, promoting knowledge sharing and identifying relevant training courses.

  3. Collaborate and effectively engage across the section and with diverse stakeholder groups to foster a cohesive and collaborative delivery approach and culture.

  4. Identify and propose remediation strategies for complex risks, issues and dependencies, supporting the team to deal with situations of high pressure, ambiguity and last-minute changes.

  5. Support and contribute subject matter expertise and ideas to inform dynamic operational support, high-level advice and technical and systems guidance as required.

  6. Adopt and apply a continuous improvement focus, facilitating the ongoing development and implementation of consistent, flexible and efficient processes that accommodate evolving section and stakeholder need and requirements.

Note: Employees may be deployed to duties of an equivalent level in the section to meet changing work priorities. They will be required to work extended and/or irregular hours on an "as required" basis. Performing Parliamentary Broadcasting Officer duties may require interstate travel as directed.

Salary

Currently, the salary range for this position is $97,841 - $109,967per annum.

Conditions of Employment

Employment opportunities at Department of Parliamentary Services are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:

  • Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen.

  • Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.

  • Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.
