Primary objective

Provide procurement advice and operational support, with emphasis on tendering and contract management support services that

reflect sound procurement practices, processes and procedures to ensure a consistent approach.

Context statement

The Procurement Operations team provides Departmental staff with oversight, strategic advice and operational support for all

procurement activities. This supports the delivery of a range of Departmental procurement outcomes in a timely manner, in

compliance with the Northern Territory Government's regulatory frameworks and policies and that demonstrate value for Territory

outcomes.

Key duties and responsibilities

1. Ensure delivery of client focussed procurement services, advice and training in accordance with agency and government policies

and practices, including development of education material and intranet resources.

2. Provide support, guidance and training to agency staff on procurement policy and procedures and contract management with

a focus on increasing agency capability, including development of education material and intranet resources.

3. Develop reports and deliver briefings on the agency's procurement activities to meet internal and external requirements.

Prepare Request for Tender documents incorporating technical specifications provided by agencies, resolve enquiries from

prospective tenderers, and prepare tender specific evaluation reports to assist agencies to undertake tender assessment.

  1. Continuously monitor work to ensure the quantity, quality and timeliness of outputs is equal to, or better than, the agreed key

performance indicators.

  1. Initiate, research, recommend, implement and monitor the performance of new initiatives, work procedures, practices and

systems to improve procurement efficiency and outcomes.

Selection criteria

Essential

1. Well-developed specialist knowledge of contracts and procurement systems, frameworks, policies and procedures, and

processes.

2. Broad based knowledge of contract and administration procedures to identify, recommend and implement changes to

procurement practices and procedures.

3. Well organised, able to multi-task and proven record of achieving results in agreed timeframes.

4. High level interpersonal skills, able to engage with staff at all levels and ability to manage staff.

5. Proven knowledge and capacity to undertake research, apply analytical methodology and to prepare succinct reports for senior

management.

6. Well-developed written and oral communication skills with the ability to prepare tenders and reports, and deliver briefings, to

relate effectively with service providers and agency staff, and provide training.

7. Ability to drive change in an environment undergoing continuous improvement and ability to monitor change fatigue, encourage

innovation, achieve results through others and influence outcomes.

Desirable

1. Diploma of Government (Procurement and Contracting) or similar.
