Primary objective

Provide centralised procurement advisory and support services to client agencies in accordance with Agency Procurement Services'

Service Statement, the Northern Territory Government (NTG) Procurement Framework and Buy Local Policy. Services include

advice and support to agencies in the preparation of tender and contract documentation, procurement assessments, contract award

and contract management advice.

Key duties and responsibilities

1. Support client agencies to deliver procurement projects and discrete deliverables including procurement planning, specification

development, procurement sourcing and tender evaluation.

2. Provide advice and assistance to client agencies to enable informed decisions to be made based on sound procurement

principles while ensuring compliance with the NTG Procurement Framework.

3. Build and maintain strong relationships to ensure effective client focused service delivery, including collaborative and

professional relationship with clients, and internal and external stakeholders.

4. Work collaboratively and constructively with client agency staff to achieve effective and efficient procurement processes and

outcomes, and support procurement awareness and capability.

5. Provide input and assistance to support the development and implementation of NTG procurement policy.

6. Provide performance and progress reports to management as required and contribute to the continuous improvement of

internal practices and procedures.

Selection criteria

Essential

1. Demonstrated well developed working knowledge of procurement processes, policy and legislation, tender and/or contract

management processes and requirements in a public or private environment, or demonstrated transferable skill sets to a high

standard in a similar environment with the ability to quickly acquire the required knowledge.

  1. Well developed interpersonal and oral communication skills with the ability to influence and interact confidently with a diverse

range of stakeholders, mentor and supervise staff to provide guidance and training in the process of delivering services.

  1. High level of written skills with the ability to prepare documentation demonstrating a high degree of attention to detail including

procurement documentation, reports and briefs in collaboration with client agencies.

  1. Demonstrated commitment to high personal work standards and the ability to deliver services and provide customer focussed

advice in a fast paced environment, preferably in a procurement context.

  1. Demonstrated high level organisation skills and a proven record of achieving results within agreed timeframes.
  2. High level of computer literacy with experience in using the Microsoft Office suite of products, Content Manager and Agencies

Purchase Requisitions Online or equivalents.

7. Demonstrated work ethic and attitude which emulates DCDD values of commitment to service, innovation, ethical practice,

accountability, impartiality, diversity and respect.

Desirable

1. Completed, or progress toward completion of Diploma of Procurement and Contracting, or equivalent qualifications in a related

discipline.
