The General Counsel is a key member of FRV's senior leadership who is responsible for overseeing the provision of strategic, timely and high-quality legal advice to the Fire Rescue Commissioner and members of the Executive Leadership Team.

Fire Rescue Victoria
FRV employs circa 4700 staff, with a $1.1billion operating budget. Head officed in Melbourne CBD, FRV delivers world-class fire and rescue services to metropolitan Melbourne and major regional centres across Victoria. Established in 2020 as part of the state's fire services reform, FRV builds on a century of excellence in emergency management and community safety.
Position Overview
The General Counsel serves as an important member of FRV's leadership team, providing strategic legal oversight and guidance that shapes the organisation's direction whilst ensuring legal compliance and operational effectiveness. Leading the Legal Services Department encompassing five lawyers, Integrity and Compliance Manager, FOI and Privacy functions, and support staff, you will deliver authoritative legal counsel to the Fire Rescue Commissioner and Executive Leadership Team.
You will manage complex civil and criminal litigation, coronial investigations, regulatory inquiries, and legislative reform initiatives. This role demands sophisticated legal expertise combined with exceptional stakeholder engagement capabilities to represent FRV's interests across government, legal, and emergency services sectors whilst maintaining the organisation's reputation for excellence.
Your Experience and Attributes
- Legally qualified with current Australian unrestricted practising certificate and minimum 10 years' post-admission experience or equivalent
- Proven senior legal leadership in executive management roles delivering strategic legal services
- Outstanding expertise in complex litigation management, regulatory investigations, and legislative interpretation
- Demonstrated experience in public sector legal frameworks, policy, compliance, and governance structures
- Exceptional stakeholder engagement, negotiation skills and superior communication capability
- Strong track record building and leading high-performing legal teams
- Experience in managing Freedom of Information, integrity, and compliance functions
- Exceptional conceptual and analytical legal skills with the ability to synthesise complex issues and identify pragmatic solutions whilst working collaboratively across the organisation.
