Primary objective
The Senior Homelessness Program Officer supports the Homelessness division with the implementation and management of grant
programs across the Northern Territory. The role supports the development and delivery of strategic project and policy initiatives
by contributing high quality and timely analysis, insights and guidance, and advice to ensure the actions outlined in the Northern
Territory Homelessness Strategy are achieved.
Key duties and responsibilities
1. Action and enable the implementation of projects and programs of work across Homelessness Programs.
2. Effectively engage with stakeholders and community sector organisations in the implementation of projects and programs
aligning to the priorities and actions of the Northern Territory Homelessness Strategy
- Prepare project plans, scopes of services, discussion papers, presentations, written briefings, procurement, and contract
management documents and provide contract management support as required.
- Work collaboratively across the department to ensure alignment with other activities and the delivery of strategic priorities.
- Establish and maintain close links and effective relationships across the Northern Territory and Commonwealth governments,
and with communities and the community sector to inform program, policy and service reform.
- Contribute to internal monitoring and reporting for the collation, evaluation, and communication of homelessness programs
performance outcomes.
Selection criteria
Essential
1. Demonstrated experience working with external stakeholders, including Aboriginal community-controlled organisations to
implement programmatic reform and priorities in a culturally respectful and collaborative manner.
2. Strong analytical, problem-solving and risk management skills with the ability to find innovative solutions to problems and / or
to proactively recognise and resolve issues impacting on the achievement of desired program outcomes.
3. Highly developed interpersonal skills with strong self-discipline and resilience, and ability to negotiate and positively influence
others to achieve goals and objectives.
- Strong organisational and time management skills, with the capacity to work efficiently under pressure, meet tight deadlines,
and deliver high-quality results and the ability to work effectively, in a team or autonomously, under broad directions.
- Well-developed knowledge of project management, performance monitoring, review and evaluation processes in a policy,
project and grants management context.
6. Highly developed oral and written communication skills, with a proven ability to prepare documentation with strong attention
to detail and accuracy.
Desirable
1. Working knowledge of program delivery and key reform priorities within the NTPS, or the ability to quickly obtain.
- Hold a valid Northern Territory Driver's licence.
- Tertiary qualifications in humanities, social science, public policy or a related field
