The Victorian Government is establishing 50 government-owned and operated early learning centres by 2032 as part of the Best Start, Best Life reforms. The centres offer childcare, Three and Four-Year-Old Kindergarten and Pre-Prep. The centres provide high-quality, accessible and inclusive early childhood education and care that is child centred, focused on learning through play and in nature, with strong connections to local communities.

About the Role

The Senior Project Officer will coordinate the delivery of key establishment activities for the Early Learning and Childcare Centres. This includes coordinating the project management and delivery of ICT systems and business applications, including associated processes.

The incumbent will also organize the policy team to ensure all business processes are effectively established. In this role, you will use your deep understanding of project management, information technology and early childhood education and care. You will have strong background in stakeholder management and collaborative problem solving.

Your duties will include:

  • Establishing and maintaining effective partnerships and strong collaborative and productive working relationships with colleagues from across DE, especially those working in the information management and technology space.

  • Work with relevant stakeholders, create a plan to execute ICT and business process deliverables end-to-end. Establish and managea project plan based on these plans, including identifyingand managing owners.

  • Facilitating, documenting and managing business processes, working closely with information management and technology teams support them in their ability to fulfil ICT/technology requests.

  • Managing and coordinating relevant establishment activities in line with DE's Project Management Framework, ICT policies and procedures, and procurement policies where required to meet desired time, budget, compliance and quality objectives

  • Ensuring clear communication with all stakeholders, maintaining issue/risk register and driving timely resolution of issues

  • Ensuring an appropriate project governance structure is in place, including management endorsement of completion of key milestones

  • Developing and maintainingappropriate projectmanagement and communication artifacts, and provide regular project progress reporting to senior management to support decision making

  • Undertake other required tasks and initiatives as directed by project owner and sponsor as needed to successively deliver the project.

Qualifications and Experience

As the successful candidate, you will be required to have:

  • Experience in ICT project management / coordination, business system analysis and change management is highly desirable.

  • Knowledge of PRINCE2 environment and agile approach will be highly regarded.

  • Essential: A Working with Children's Check (WWCC) is required for this role.

  • Desirable: Experience in working for Government owned and operated Early Learning Services
