About the role

The Executive Director, Reform and Insights leads key enabling functions which support the work in the Early Childhood Outcomes Division and supports the delivery through clear reporting on progress to all stakeholders, effective implementation and ongoing evaluation of the Early Childhood Outcomes Program plans. 

This role has responsibility for meeting Government Sector Finance Act reporting obligations for the Childcare and Economic Opportunity Fund Board.   

The key priorities for this role will be:

  • Drive delivery of key reforms related to Early Learning Education and Care.
  • Lead the reporting, management and operations on behalf of the CEO Fund Board, supporting the Accountable Authority, to ensure compliance with the GSF ACT and the Childcare Opportunity Fund Act, and requirements as Responsible Manager for the Special Deposit Account.
  • Deliver an ECO Delivery Plan for 2025 that is meaningful, utilised by the division, supports executive decision making and discussion with Deputy Premiers office.
  • Provide whole of program financial advice that drives the ECEC reform agenda outcomes.
  • Work collaboratively with the Finance Directorate to improve financial information to budget owners.

About you

You are a strategic leader with extensive demonstrated experience in leading reform and evidence-based decision making within a similar large and complex organisation. With an exceptional understanding of reporting, governance and risk management, you possess the ability to articulate complex issues to effectively engage and negotiate with senior stakeholders and partners within and outside of the department.

As a leader you will join an executive team focused on driving improved ways of working to deliver meaningful and long-lasting impact. You will be collaborative, courageous, agile, and disciplined about delivering outcomes for the students of NSW.

To be successful in this role, you will have:

  • Appropriate tertiary qualifications in a relevant discipline such as education, business, management, social sciences or communications, and/or equivalent knowledge and experience.
  • Hold a valid clearance to work with children (Working with Children Check).
  • Demonstrated understanding of and commitment to the value of public education.
  • Demonstrated extensive experience at a senior level in the management in a large complex organisation.
  • Knowledge of and commitment to implementing the Department's Aboriginal Education Policy and upholding the Department's Partnership Agreement with the NSW AECG and to ensure quality outcomes for Aboriginal people.

As a condition of employment, successful candidates who have not previously worked for the department will be required to provide a current Working with Children Check (WWCC) Clearance number. This option would allow the WWCC to naturally expire without further communication needed with the employee. The employer obligations under the WWCC would apply for duration of the WWCC's validity (up to 5 years).
