Officer in Charge (OIC) Electronic Surveillance Analysis Teams, Digital Surveillance Collection (DSC) provides technical direction, management, coordination and governance to Covert and Technical Operations' (CTO's) data analytics and AI/ML services. This spans across the breadth of CTO's datasets including interception, physical, digital and technical surveillance collect. This role will work closely with OIC Electronic Surveillance Integration to ensure an uplift in CTO's data maturity to enhance the credibility, reliability and useability of CTO's data holdings.
This role provides key technical leadership in ensuring the AFP is well positioned to lawfully apply innovative yet secure data analysis practices to meet the expectations of a dynamic national policing environment. This role requires a complement of technical knowledge with strong people management and technical leadership skills.
What will you do?Officer in Charge (OIC) Electronic Surveillance Analysis Teams, Digital Surveillance Collection provides technical direction, management, coordination and governance to CTOs data analytics and AI/ML services. They are also responsible for ensuring all collected data is handled in accordance with data governance, evidential, statutory and internal policy requirements.
The OIC role must be able to work collaboratively across national and regional Covert & Technical Operations resources to support a holistic approach to data capability deployment.
The role is required to engage with internal as well as trusted industry and agency partners to enhance both the utility and value of new and emerging data sources, data analysis, and AI/ML technologies. They provide mentoring and leadership to a number of team leaders, technical professionals and subject matter experts. They communicate technically complex information effectively to technical and non-technical audiences. They ensure that CTO's data analytics and AI/ML services meet the AFP's requirements for the ethical and responsible use of Technology and AI/ML.
Whilst operating in a technical leadership and people management role the OIC must also have sound technical problem solving.
This role may include:
- Coordinating and delivering analytical capability resources to the AFP and its partner agencies with a focus on continuous improvement, change management and contributing to the development of CTO's data analytics capabilities
- Enhancing the Data Management practices of CTO including data modelling, data governance, data security, data architecture, data lifecycle management, data catalogs and data analytics skills
- Working closely with the Electronic Surveillance Integration unit to maximise data value across CTO's collection capabilities
- Representing the AFP at external and internal forums to raise the profile and value of CTO's data and associated analytics capabilities
- Developing team leaders, technical specialists and/or team members and fulfilling a guiding, mentoring and technical advisory and planning role including supporting members on the data career pathways
- Ensuring outputs are achieved within the strategic direction of the AFP
- Leading research and innovation projects in collaboration with internal and external professionals
- Maintaining contemporary knowledge of managing diverse overt and covert data collection capabilities and analysis techniques
- Managing contractual and other complex commercial arrangements including procurement and asset lifecycles
- You must be an Australian Citizen at the time of application.
- A Negative Vetting 2 security clearance or the ability to obtain one.
- Formal tertiary qualifications in data analytics related field or extensive demonstrated technical equivalent skills and experience.
- Experience in mentoring, developing and leading data analysts
- Strong technical leadership, teamwork and people management skills.
- Excellent written and oral communication skills.
- Experience in business intelligence and data governance
- Experience in the development and implementation of AI/ML services
- Experience with Delivering and maintaining national security and/or law enforcement technical surveillance capabilities in a fast paced and dynamic operational environment
- Experience in handling and presenting digital evidence.
