Purpose
: The Regional Manager is responsible for overseeing the delivery of inclusive employment services within a designated Employment Services Area (ESA), ensuring the effective management and coordination of the Disability Advocate, Ongoing Support Specialist, and Employer Specialist roles. This leadership position focuses on driving regional performance, building a high-performing and cohesive team, and ensuring the team meets or exceeds contractual Key Performance Indicators (KPIs). The Regional Manager will also be responsible for managing regional relationships, identifying opportunities for service improvement, and ensuring compliance with all relevant policies, procedures, and funding requirements.

Key Responsibilities:

  • Leadership and team management:
  • Oversee the performance of the Disability Advocate, Ongoing Support Specialist, and Employer Specialist roles, ensuring team members meet individual and team performance goals.
  • Provide regular supervision, support, and professional development opportunities to build a motivated, skilled, and high-performing team.
  • Conduct regular team meetings to ensure open communication, share best practices and case management strategies, and align on service delivery goals.
  • Implement performance management processes, including setting clear expectations, conducting performance reviews, and providing constructive feedback.
  • Lead a positive, inclusive team culture which encourages collaboration, innovation, and continuous improvement.
  • Regional performance:
  • Monitor and track regional service delivery outcomes to ensure the team is meeting or exceeding contractual KPIs.
  • Identify opportunities for improvement in service delivery and implement strategies to address any gaps or challenges.
  • Ensure the efficient allocation of resources across the region to meet the needs of participants and employers.
  • Support the team in achieving positive employment outcomes for participants by ensuring appropriate support is provided.
  • Maintain a strong focus on quality assurance and compliance with the IEA program and related contractual requirements.
  • Strategic oversight:
  • Develop and implement regional strategies to meet the local workforce demands and create sustainable employment opportunities for IEA participants.
  • Analyse regional labour market trends and identify areas where employment services can be adapted to better meet the needs of local employers and participants.
  • Work with the team to design and adapt services and programs which align with both regional workforce needs and the overarching goals of the IEA program.
  • Collaborate across the leadership team to align regional strategies with organisational goals and priorities.
  • Monitor industry developments and adjust regional strategies accordingly to ensure the organisation remains responsive and relevant to local needs.
  • Represent the organisation at various public engagements, forums, and networking meetings.
  • Stakeholder engagement:
  • Build and maintain strong relationships with external stakeholders, including employers, government agencies, and local community organisations, to ensure seamless service delivery and identify new opportunities.
  • Represent the organisation in local industry networks, forums, and stakeholder meetings, advocating for inclusive employment practices and promoting the success of the IEA program.
  • Ensure effective communication with employers to identify current and future workforce needs, ensuring that participants are placed in suitable roles.
  • Liaise with local and regional government bodies to maintain awareness of funding opportunities, policy updates, and other factors that could impact service delivery.

  • Skills and Qualifications:

  • Essential:
  • Proven experience in leading teams, motivating staff, and driving performance to meet organisational goals. Strong ability to manage and develop staff, ensuring clear direction, consistent support, and high levels of engagement.
  • Extensive experience in managing caseloads and delivering high-quality, person-centred services, particularly in the disability or employment services sectors. Proven track record in ensuring service delivery meets participants' needs and organisational standards.
  • Strong verbal and written communication skills, with the ability to build and maintain relationships with diverse stakeholders, including employers, community organisations, and government bodies. Skilled in representing the organisation at various forums and fostering collaboration with key partners.
  • Ability to develop and implement regional strategies, think strategically, and resolve complex service delivery issues. Capacity to anticipate challenges and implement proactive solutions to improve service outcomes and meet organisational goals.
  • Skilled in tracking and analysing key performance indicators (KPIs), monitoring service delivery, and providing regular, data-driven reports to senior management. Ability to identify trends and make recommendations for performance improvement.
  • In-depth understanding of relevant programs, policies, and legislation (e.g., IEA, DES, NDIS, Workforce Australia) and the ability to apply this knowledge in a practical, effective manner to support participants and employers.
  • Strong time management and organisational skills, with the ability to manage multiple priorities effectively and adhere to compliance and quality frameworks. Ability to ensure all team members follow regulatory and contractual obligations while maintaining high service standards.
  • A valid driver's license with the ability to travel across the region as required to support the team, meet with employers, and ensure quality service delivery.

Desirable:

  • Lived experience of disability, providing unique insight into the challenges and opportunities faced by people with disabilities in the workforce, and the ability to integrate this experience into team leadership and service delivery.
  • A degree or relevant qualification in social work, human services, disability services, business administration, or related fields, demonstrating a solid academic foundation to support the practical aspects of the role.
  • Experience in overseeing multiple teams or service delivery across a region, ensuring consistency in service delivery and meeting regional goals.
  • Proven experience in managing budgets, allocating resources across multiple teams, and ensuring cost-effective service delivery while meeting all program objectives.
  • Experience working with culturally and linguistically diverse (CALD) communities and Aboriginal and Torres Strait Islander peoples, demonstrating cultural competence and an inclusive approach to service delivery.
  • Experience in leading and managing change within an organisation, including adapting to evolving policies, service delivery models, and industry requirements. Ability to guide the team through transitions smoothly and effectively.
  • Skilled in representing organisations in industry forums, conferences, and other networking events, promoting the organisation's services, building new relationships, and influencing industry practice.
