Capability Development Officer

Join our Downer Professional Services team and play a key role in delivering complex defence and national security projects that safeguard Australia's future.

Downer Professional Services is comprised of two business units, our Technical, Advisory, and Capability consulting practice and Team Downer, a major service partner to Defence. Together, we are a

multi-disciplinary advisory and delivery partner of choice for our clients in Defence and National Security.

We currently have an opportunity for a Capability Development Officer in Canberra to work on Space projects
.

What You'll Do

This role offers a broad scope, with key role responsibilities including:

• Lead and manage ODCS capability delivery activities, ensuring alignment with Defence operational requirements and program timelines.

• Prepare and review comprehensive pre-Gate 2 project documentation, including business cases, risk assessments, and technical reports.

• Apply strong knowledge of ASDEFCON complex procurement processes to support contract and acquisition planning.

• Collaborate with stakeholders to integrate SATCOM requirements and solutions within Defence projects, ensuring operational compatibility.

• Produce high-quality Gate 2 submission documents, demonstrating clear understanding of the ODCS/Capability Life Cycle (CLC) framework and compliance standards.

What You'll Bring

• Extensive experience in ODCS capability delivery and pre-Gate 2 project documentation.

• Strong familiarity with ASDEFCON complex procurement processes.

• Ability to write and prepare detailed Gate 2 submission documents.

• Understanding of ODCS and Capability Life Cycle (CLC) frameworks.

• Familiarity with SATCOM systems in a Defence context (desirable).

Due to the nature of the work, you are required to currently hold and maintain a minimum
Negative Vetting 1
or higher Security clearance as required by the Commonwealth. In some instances, compliance with
International Traffic in Arms Regulations (ITAR)
requirements may also be an inherent requirement.
