About the Organisations
Wakka Wakka Native Title Aboriginal Corporation (WWNTAC) was established to hold and manage the native title rights and interests of the Wakka Wakka People. As the Prescribed Body Corporate (PBC), WWNTAC represents all Wakka Wakka People and is responsible for ensuring strong governance and leadership over Country and community.
Bunya Peoples' Aboriginal Corporation (BPAC) is an innovative Aboriginal organisation focused on 'Healing Country' and 'Strengthening Songlines' across the Bunya Mountains region. BPAC oversees the award-winning Bunya Peoples' Aboriginal Ranger program and supports Traditional Owner groups to lead land and cultural management projects.
Position Purpose
The Governance Development and Transition Manager will lead the organisational strengthening of WWNTAC and oversee the transfer of programs, operations, and funding from BPAC to WWNTAC. This pivotal role will build governance systems, enhance Board capacity, and establish sustainable organisational structures that support long-term self-determination for the Wakka Wakka People.

Key Responsibilities
- Governance Development
- Establish and strengthen governance frameworks, policies, and procedures in line with the Native Title Act 1993 and CATSI Act 2006.
- Support and train the Board of Directors in governance roles, responsibilities, and culturally appropriate decision-making.
- Develop key organisational policies (risk management, conflict of interest, delegations, etc.).
Transition Management
- Lead and coordinate the transfer of operations, programs, and funding contracts from BPAC to WWNTAC.
- Develop a detailed transition plan with milestones, communication strategies, and risk management measures.
- Establish core systems for finance, HR, record-keeping, and performance monitoring.
Strategic and Organisational Development
- Support the Board in developing strategic and operational plans.
- Identify and secure funding opportunities for long-term sustainability.
- Manage relationships with legal, financial, and technical advisors.
- Oversee reporting to regulators, funders, and stakeholders.
Stakeholder Engagement
- Facilitate communication between the Board, members, and community.
- Organise community meetings, consultations, and information sessions.
- Build partnerships with government, community organisations, and industry.
- Key Selection Criteria
Essential
- Demonstrated experience in governance development, organisational change, or corporate transition management.
- Strong understanding of governance obligations under the Native Title Act and CATSI Act.
- Proven ability to develop and implement governance and compliance systems.
- High-level project management skills and experience managing complex transitions.
- Excellent communication and relationship-building skills across diverse stakeholder groups.
- Proven ability to work respectfully with Aboriginal and Torres Strait Islander peoples.
- Strong administrative and reporting skills.
- Current driver's licence and ability to travel within region.
- Working with Children Blue Card and First Aid/CPR certification (or willingness to obtain).
Desirable
- Experience working with PBCs, Native Title Representative Bodies, or Indigenous community-controlled organisations.
- Knowledge of government funding and contract management.
- Qualifications in governance, business, or community development.
