Job Summary:

The Governance & Assurance Manager leads the Governance assurance program and oversees and ensures compliance with the PAPL governance policies and frameworks within the organisation.

The Governance assurance program is described as the Third line of control and will interface with the Quality Assurance Manager who is responsible for both First and Second lines of control in the program where you will be responsible for advising the governing body of potential policy risks and will manage the Governance assurance process by engaging a independent audit and advisory service.

Note: This position is for a prospective project in Perth, Australia and any offer of employment is contingent upon Bechtel being awarded the project.

Major Responsibilities:
  • Develop and maintain key internal and external stakeholder relationships, especially when coordinating key pieces of work across the Capital Portfolio and through the provision of advice on best practice governance approaches.
  • Contributes to and implements the development, coordination, communication and concurrence with policies, standards, regulator and legal compliance.
  • Manages the assurance program and assessments to verify the effectiveness of the Governance controls.
  • Champion a Risk Based approach to the assurance programmes.
  • Coordinates the preparation of and establishes the Governance Assurance schedule within the project including reporting, metrics and management of findings.
  • Reviews and supports preparation or revision to policies and frameworks to ensure compliance with the Governance program.
  • Recommends actions for areas identified of concern.
  • Supports complex organisational interactions that evolve from the participation of several functional teams and internal stakeholders.
  • Represents the project during external assurance audits conducted by regulatory agencies.
  • Prepares and delivers reports on the effectiveness of the Governance Assurance program/plan implementation.
Education and Experience Requirements:

Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience

Required Knowledge and Skills:
  • Strong knowledge of quality management systems, audit methodologies, and regulatory frameworks.
  • Lead auditor in Quality Management Systems ISO 9001:2015 preferred.
  • Skill in working and communicating effectively, both orally and in writing, with other project disciplines and functional groups. Proven ability to build strong relationships with customers and team members.
  • Broad knowledge of the quality principles/tools and their application to engineering, environmental, procurement, construction, testing.
  • Knowledge of current versions of the AS/NZS ISO Standards for quality management systems, including AS/NZS ISO 9001– Quality management systems.
