Position Summary
Tangentyere Council Aboriginal Corporation (TCAC) is a community controlled Public Benevolent Institution delivering human services and social enterprise activities for the benefit of Aboriginal people from the Alice Springs Town Camps, urban Alice Springs, and Central Australia.
Tangentyere Council deliver a range of Youth, Family & Community Safety (YFCS) services across Town Camps and Alice Springs, supporting children, young people, families, and communities through the delivery of daytime and after-hours services focussed on recreation, diversion, residential care, community safety and family support programs.
Reporting to the Manager, the Assistant Manager plays a key leadership role in ensuring the effective delivery of services with the management of staff, and a focus of overseeing the operational activities for after-hours services in the division. This role requires a high-level understanding of social and community service delivery in Central Australia along with the ability to make informed judgements and decisions that align with the division and organisations values and priorities. The successful candidate will have experience working with Aboriginal and Torres Strait Islander communities, a strong commitment to working from a strengths-based and therapeutic approach as well as experience in managing teams.
This role will have a strong focus on delivering high quality services with a strong focus on the improvement of the health, social, environmental, and economic wellbeing of the children, young people and the community in a way that strengthens and respects culture.
The Assistant Manager will work closely with the Manager to expand and enhance the division's programs, working to integrate services for holistic support to clients and users. The Assistant Manager in partnership with the Manager, is responsible for recruitment and retention, workforce development, strategic planning, achieving contractual and operational results, and maintaining key relationships with government and nongovernment stakeholders. The successful candidate will have demonstrated experience in financial management and resource allocation of community services, excellent written and verbal communication skills and demonstrated experience and ability to work autonomously.
As part of your role, you will be working with children, people with a disability and people who are vulnerable. It is your obligation to always ensure their safety and report any concerns in line with our duty of care obligations. We have zero tolerance when it comes to abuse of any kind and will take disciplinary action, including and up to termination of employment, should we determine that abuse has taken place or there has been a failure to report any suspected or alleged abuse.
Ways of Working
The Youth, Families & Community Safety (YFCS) Division operates from a trauma-informed, strengths-based framework that empowers children, young people, families, and communities to achieve outcomes of their choosing. This approach is grounded in respect for Aboriginal cultures and human rights, and is guided by ethical practice, critical thinking, collaboration, and integrated service delivery.
Responsibilities
Working with the Manager, responsibilities include:
• Lead after-hours operations for the Youth, Families and Community Safety division, ensuring service delivery aligns with client needs and is coordinated with day-time management.
• Assist the Manager with high level strategic leadership including program development, advocacy opportunities, sourcing new or additional funding, allocation of funding and resource management.
• Oversee YFCS staff recruitment, retention, and development through service planning, annual training implementation, and leadership coaching.
• Foster a positive team culture by resolving conflicts and managing complaints and incidents in partnership with the YFCS Manager.
• Assist with achieving safeguarding objectives across the organisation, including ensuring YFCS programs align with the National Principles for Child Safe Organisations including implementation of TCAC's relevant policies, procedures, and code of conduct.
• Assist with achieving quality management objectives across the organisation.
• Assist with achieving compliance objectives across the organisation.
• Other reasonable duties as required.
Qualifications and Selection Criteria
Required
• Tertiary Qualifications or relevant extensive experience in Business Administration or Community and Social Services including Youth Development, Education, Social Work, or equivalent.
• Demonstrated experience managing services relating to Children, Youth, Families and/or Community Safety including implementing and evaluating practical strategies and community-driven initiatives.
• Demonstrated experience managing a substantial resource including budget creation, monitoring and evaluation.
• Excellent organisational skills including the ability to plan and prioritise tasks and the ability to exercise initiative and delegate effectively with minimal supervision.
• High level interpersonal and communication skills, particularly in a cross-cultural environment, including the ability to produce concise and accurate reports, briefing papers, and submissions.
• Demonstrated high-level knowledge and understanding of standards of practice and legislative requirements for service delivery in Child & Youth Development, Residential and Out of Home Care, Community Safety and workplace relations including knowledge of the geography and relevant resources in Central Australian context.
• Current NT Drivers Licence, NT Working with Children (Ochre) Card, satisfactory Police Check, and proof of full (3) vaccination against COVID-19.
Desired
• Qualification and/or knowledge in Therapeutic Crisis Intervention (TCI) framework for responding to client incidents.
• Previous experience in the Northern Territory and/or Central Australian context, particularly in relation to managing and developing staff in a cross-cultural context.
• An understanding of Aboriginal culture as well as a broad range of contemporary issues affecting Central Australian Aboriginal people.
• Current First Aid Certificate, or ability and willingness to attain.
