The Role
The Air Navigation Services (ANS) team is part of the multi-disciplinary CNS/ATM Section that is a part of the multi-disciplinary Air Navigation, Airspace and Aerodromes Branch. This Branch conducts frontline activities for CASA including entry control, ongoing surveillance, project oversight, and where required enforcement of air traffic control training and service providers, aeronautical tele-communications, communications, navigation and surveillance services, aerodrome rescue and firefighting services, instrument approach designers and aeronautical information management. The Branch also exercises CASA's authority for the regulation of Australian-administered airspace and provides relevant advice to Government, ICAO fora, industry and internally.
The Team Leader ANS works under general direction and demonstrates and exercises both initiative and judgement in leading a small, highly integrated team of experienced and autonomous ANS Aviation Safety Inspectors in the provision of highly developed technical knowledge and expertise in complex or unusual matters where existing standards, policies and procedures may not cover the circumstances. This role requires highly developed regulatory knowledge to lead work of a challenging or complex nature and may include detailed or sensitive projects that have broader impacts for CASA and the broader aviation industry. This role interacts with CASA internal managers, standards, technical and administrative staff and external stakeholders and contractors.
The position contributes to overall business objectives of the CNS/ATM Section through leading the small team in the application of expert skills and knowledge to the independent and objective assessment of the provision of air traffic management services and ATS training. This includes regulatory oversight of ANS in their project or operational state. This role requires effective team leadership, collaborative stakeholder engagement and a holistic approach that encompasses people, procedures, technology, and data across all life-cycle phases from inception to decommissioning.
Regulatory project oversight consists in the application of the CNS/ATM Section Approach to Safety Cases (CASC) to monitor certificate holder's projects from their inception with the objective of minimising risk at commissioning.
Regulatory operational oversight ensures the application of the CASA Surveillance Manual (CSM) to undertake entry control, ongoing surveillance and enforcement where required, of the certificate holding organisations.
Both project and operational oversight, each with its own specificities, include the following high quality, consistent and standardised deliverables:
- Monitoring and assessing risk and compliance through several activities, which include but are not limited to audits, observations, review of documentation, etc.
- Planning, coordinating, and conducting such activities, including the preparation and follow up of cost recovery instructions.
- Aggregating, analysing, and assessing the results of such activities to provide recommendations and determinations that are evidence, risk, and compliance based.
- Reporting of the results of such activities, including the provision of formal feedback to the certificate holder.
The Team Leader ANS manages a team with diverse skill sets and tasks by providing the team with strategic direction involving:
- Reviewing and providing guidance to enable the development of existing and the adoption of contemporary CNS/ATM technologies into the Australian Airspace System.
- Investigating accidents, occurrence reports, complaints, or other reports and initiating any necessary action regarding deficiencies or breaches of the legislation.
- Providing expert services to the industry on a fee for service basis.
- Building and promoting a positive workplace culture that provides a safe and healthy workplace aligned with CASA's Values, is respectful and free from bullying, harassment and discrimination; and engaging respectfully with colleagues and their team.
- Developing, coaching and mentoring employees to ensure they maintain a high level of specialist, professional and/or technical expertise, managing performance and conflict resolution.
- Developing work plans, strategies and priorities to effectively manage resources and ensure high quality outputs aligned to CASA priorities, monitoring workflow and performance.
- Providing leadership in implementing and promoting a climate of continuous improvement.
- Ensuring team compliance with all organisational requirements including completion of Performance and Communications Scheme (PACS), leave management, flexible working arrangements, time sheets (where applicable), and mandatory training completion ensuring organisational efficiency and risk management.
- Collaboratively engaging with colleagues and stakeholders (internally and externally) to positively drive, manage and coordinate initiatives, activities and relationships.
- Maintaining accurate records, monitors adherence to policies and procedures, and escalates non-compliance issues as required.
- Maintaining a positive health and safety culture at CASA, including psychosocial wellbeing in the workplace and providing input, where appropriate, into decisions that may impact upon personal health, safety and wellbeing in the workplace.
- Demonstrating awareness of the diverse histories, cultures, and experiences of Aboriginal, Torres Strait Islander and other cultural groups. Communicating with respect and understanding of balancing work, family and community responsibilities.
- Initiating and leading change and supporting others through change.
- Engaging with and completing other duties as required.
This position is a safety sensitive position and may perform safety sensitive aviation activities, as defined in the Civil Aviation Safety Regulations, 1998.
Ideal Candidate
Our ideal candidate must demonstrate the following:
- Demonstrated ability influencing and fostering professional relationships with peers and colleagues as well as successfully engaging with a broad range of internal and external stakeholders at various levels.
- Highly developed writing skills and demonstrated ability to present complex information in a clear and concise manner. Production of high quality, consistent and standardised reports, utilising evidence, data, and robust analysis to support assessments, determinations or risk mitigations considered necessary.
- Ability to exercise independent judgement utilising sound political and social awareness.
- A demonstrated understanding of quality assurance and risk management principles and proficiency to undertake risk analysis.
- Demonstrated ability to manage, research and resolve complex safety-related issues.
- Demonstrated ability to lead effectively a small, highly integrated team of experienced, autonomous professionals.
The following are desirable for the role:
- Employee/team supervision, management and/or leadership experience.
- Relevant tertiary qualifications in Safety or Aviation Management.
- Successful completion of an accredited quality system auditor course and/or practical experience in system-based risk driven auditing; and a high-level understanding of risk management principles.
- Knowledgeable of the Australian and ICAO regulatory frameworks applicable to the role.
- Knowledge and/or experience in Human Factors and competency-based training as applicable to CNS/ATM.
