Procurement Manager

The Position
The Procurement Manager is a key senior position, reporting directly to the Deputy General Manager & CFO.

The Procurement Manager is a subject matter expert responsible for leading the Procurement Branch to deliver compliant, value-for-money outcomes for Council.

The role oversees strategic procurement planning, tendering, purchasing, contract management, and training across Council, ensuring adherence to legislation and policy. It drives continuous improvement in procurement governance, systems, and practices. The position also provides strategic advice, supports contractor performance management and manages market approaches exceeding $250,000.

As a key change leader, the Procurement Manager promotes best practice, fosters capability development, and champions innovation to enhance Council's service delivery and organisational objectives.

About You
To be successful in this role, you will need:

• Relevant tertiary qualifications in Business, Finance, Procurement or related field.
• Extensive procurement and tender management experience across end-to-end processes from market approach to contract award and performance monitoring.
• Strong strategic sourcing and market engagement skills to achieve best value outcomes.
• Proven project and contract management expertise with sound understanding of legislation and compliance.
• Demonstrated leadership ability to manage, mentor, and motivate procurement teams.
• High-level communication, negotiation, and stakeholder management skills.
• Strong analytical, problem-solving, and planning capabilities with ability to manage competing priorities.
• Proficient in procurement systems and reporting, with commitment to continuous improvement.
• Demonstrated success in driving change, delivering business outcomes, and providing value-added procurement advice to senior management.

The following qualifications and experience are considered advantageous for this role:

• Highly developed communication skills (oral and written) with the ability to present concise and accurate reports on all matters affecting the division's functions.
• Relevant CIPS or Govt. Procurement and Contracting Qualifications.
• Understanding the machinations of government processes and policies.

Salary & Employment Conditions

• Permanent position, 70 hours per fortnight
• This position is a Grade 10, salary range is $137,998 p.a. with progression to $148,610 p.a. on demonstrated competencies, with performance progression to $161,648p.a, plus superannuation
