Melbourne City Centre, Victoria, Australia Victorian Government - Department of Health Full time $120,000 - $180,000 per year

About the role:

The Program Manager - Housing and Fairness Portfolio is a senior leadership role within the Enterprise Technology Branch, responsible for overseeing the end-to-end delivery of complex, multi-disciplinary projects that directly support the strategic objectives. This role requires a strong leader who can drive transformation, manage stakeholder relationships, and ensure projects are delivered on time, within budget, and to the highest standards of quality. The Program Manager will lead agile delivery teams, manage vendor partnerships, and coordinate the transition from project implementation to long-term system support. With a strong focus on governance, risk management, and continuous improvement, the role also requires deep technical understanding of departmental platforms and the ability to advocate for fit-for-purpose technology solutions.

About us:

At the Victorian Department of Health we want a future where Victorians are the healthiest people in the world. A Victoria where our children and people thrive, our workplaces are productive and safe, and our communities are more connected.

We see it as our job to support Victorians to stay healthy and safe. And to deliver a world-class healthcare system that ensures every single Victorian can access safe, quality care that leads to better health outcomes for all.

About you:

The Department of Health is seeking an experienced Program Manager to lead key initiatives at the intersection of housing, fairness, and health outcomes. This is a unique opportunity to contribute to complex and impactful policy and program work in a high-profile area.

You will be responsible for delivering well-defined projects within a broader strategic framework, ensuring clear objectives, rigorous performance monitoring, and effective risk and issue management across multiple project teams. Your ability to think systemically and strategically will be crucial in identifying trends, shaping policy, and aligning day-to-day activities with long-term goals.

In this role, you will work across government and community sectors, building trusted relationships to deliver shared outcomes. Your consultative and influential approach will help navigate diverse stakeholder environments, enabling innovative and practical solutions. You'll use your leadership capability to translate high-level strategy into tangible plans, motivating teams and partners to achieve measurable impact.

We are looking for someone with a strong background in project and program management, a deep understanding of complex systems, and a proven ability to manage stakeholder expectations in politically and socially sensitive contexts. You should be comfortable working at both strategic and operational levels, bringing clarity, foresight, and a commitment to public value.

If you're ready to shape the future of housing and health equity in Victoria, we encourage you to apply.

The successful candidate will possess the following:

Mandatory

  • A relevant degree in Computer Science, Information Technology, or a related field is required.
  • Certifications related to project management methodology (such as PRINCE 2 or PMP) or relevant agile delivery is required.

Desirable

  • Agile project and DevOps experience will be advantageous.
  • Extensive experience as a Senior Project Manager in Information and Communication Technology (ICT) environments, delivering new SaaS-based, COTS, and Microsoft technology-based solutions using agile and waterfall methodologies.
  • Demonstrated experience managing multiple concurrent projects across a diverse portfolio of business areas.
  • Proven experience in reporting to executive project boards and sponsors.
  • Proven leadership experience including mentoring and coaching teams to achieve successful outcomes.

On a personal level, the candidate will be a person of integrity who builds strong, respectful relationships and fosters trust through consistent and fair behaviour. They will demonstrate self-awareness, sound judgement, and a commitment to developing others, while working collaboratively, managing emotions effectively, and making considered decisions even under pressure.
