About the role:
This position is a Fixed-Term, Full-time role from 1 January 2026 to 30 June 2028.
The Program Manager, Health Systems (CSE) provides effective management and oversees all aspects for the end-to-end delivery of large and complex ICT digital health programs within the Department of Health, ensuring alignment with strategic objectives and compliance with Department and Victorian Government frameworks. This role reports into the Portfolio Manager within the Digital Health Projects Unit, and has responsibility for the design, solution, roadmap, and implementation of the statewide health information sharing (CareSync Exchange program) in Victoria. The Program Manager, Health Systems (CSE) manages and is involved in the program's strategic project workstreams, teams, budget, complex plans, and governance committees. The position collaborates with various internal teams, health sector senior stakeholders, and external vendors to deliver high-quality technology digital solutions that support health service delivery across Victoria.

About you:
The Department of Health is seeking an experienced and strategic Program Manager, Health Systems (CSE) to lead the design, delivery, and evaluation of programs that strengthen the state's health system and improve outcomes for the community.
In this pivotal role, you will oversee complex projects from planning through to implementation, ensuring objectives are met on time, within budget, and to the highest standards. You will apply sound project management principles to develop clear plans, manage risks, and coordinate resources effectively.
Your strong problem-solving skills will enable you to analyse complex issues, identify practical solutions, and make informed decisions that enhance program effectiveness. You will actively consult and collaborate with internal and external stakeholders to ensure programs are aligned with organisational goals and community needs.
Demonstrating exceptional stakeholder management, you will build productive partnerships across sectors, understand diverse perspectives, and work collaboratively to achieve shared outcomes. Your ability to engage and influence at all levels will be key to driving innovation and continuous improvement.
You will also bring strong resource management capabilities, including managing complex budgets, negotiating for resources, and ensuring the transparent and responsible use of public funds.

Mandatory
- Minimum of 10 years ICT project management experience, preferably in both infrastructure and application delivery projects.
- Minimum of 5 years program management experience.
- Project/Program management experience within the Victorian Public Service or the Victorian Public Health Sector.
- Health care sector knowledge and experience of technical challenges and system solutions.
- Advanced skills and proven experience in delivering projects using various methodologies (e.g., PRINCE2, AgilePM), including expertise in project governance, stakeholder management structures, and associated processes and controls.
- Experience managing delivery of strategies for complex ICT applications, including management of an external vendor in delivery of such strategies.
- Experience assessing the performance of ICT application support vendors.
- Proven track record in managing large complex projects with statewide impact that have encompassed contract management, managing teams of specialised and senior resources possibly from third party organisations, identifying and managing issues and risks across projects, and managing the roll-out of complex systems across multiple sites.
Desirable
- A tertiary qualification with a significant ICT component, or an equivalent discipline, is desirable but not mandatory.
- PRINCE2 certification, or experience or equivalent is desirable but not mandatory.
