About the role:

The Program Manager for the Mental Health and Wellbeing Client Management System (MHWCMS) provides effective management and oversees all aspects for the end-to-end delivery of large and complex ICT digital health programs within the Department of Health, ensuring alignment with strategic objectives and compliance with Department and Victorian Government frameworks. This role reports into the Manager, PMO within the Digital Health Projects Unit, and is responsible for leading the successful design, solution, roadmap, and delivery of the MHWCMS program across Victoria's mental health service providers. This role ensures that implementation is aligned with the objectives of Recommendation 62 of the Royal Commission into Victoria's Mental Health System.

The Program Manager, MHWCMS manages and is involved in the program's strategic project workstreams, budget, complex plans, change management, and governance committees. The role will lead multidisciplinary teams across government and external partners, applying structured project management methodologies to manage scope, risks, dependencies, resources, and compliance with relevant frameworks (e.g., procurement, privacy, cyber security). The position will oversee planning, execution, monitoring, and reporting, ensuring that project objectives are met and benefits are realised.

This Program Manager, MHWCMS requires strong leadership, stakeholder engagement, and communication skills, with the ability to navigate ambiguity, drive outcomes, and foster collaboration across diverse teams to deliver high-quality technology digital solutions that support mental health service delivery across Victoria.

The Department of Health is seeking a highly skilled Program Manager to lead the implementation of the Mental Health and Wellbeing Client Management System. This critical role will drive the successful delivery of a complex, high-impact project that supports mental health reform across Victoria.

The ideal candidate will be an experienced project leader with demonstrated ability in strategic problem-solving, stakeholder engagement, and project delivery in a complex environment. You will work closely with a wide range of stakeholders to ensure project outcomes are achieved, risks are managed, and solutions are fit for purpose. Strong analytical skills, resource management expertise, and the ability to manage competing priorities are essential.

The succesful candidate with possess the following:

Mandatory

  • Advanced skills and proven experience in delivering projects using various methodologies (e.g., PRINCE2, AgilePM), including expertise in project governance, stakeholder management structures, and associated processes and controls.
  • Minimum of 10 years ICT project management experience, preferably in both infrastructure and application delivery projects.

Desirable

  • A tertiary qualification with a significant ICT component, health administration and clinical field, or an equivalent discipline, is desirable but not mandatory.
  • A strong understanding of the Victorian health system, particularly Mental Health and Wellbeing, would be desirable.
  • Minimum of 5 years program management experience.
  • Project/Program management experience within the Victorian Public Service or the Victorian Public Health Sector.
  • Health care sector knowledge and experience of technical challenges and system solutions.
  • Experience managing delivery of strategies for complex ICT applications, including management of an external vendor in delivery of such strategies.
  • Experience assessing the performance of ICT application support vendors.
  • PRINCE2 certification, or experience or equivalent is desirable but not mandatory.
