Position Overview

The Compliance Manager is responsible for overseeing compliance, training, auditing, and quality assurance across multiple childcare centers in WA. This position is critical in ensuring that all centers meet and exceed WA Early Childhood Education & Care regulations and ECRU requirements, while also strengthening the leadership and professional capabilities of educators, Nominated Supervisors, and Centre Leads.

The role requires a hands-on trainer who enjoys regular regional travel, thrives on challenges, and takes pride in leaving a lasting mark on the systems and training frameworks they create.


Key Responsibilities

Training & Staff Development

  • Deliver training to educators and leaders in line with ECRU requirements, including:

  • Active supervision competency – assessing and training educators on skills, practice, and knowledge application.

  • Inclusion support practices – understanding, implementing, and monitoring Service Inclusion Plans (SIP).
  • Resilient Mindset training – mandatory for Inclusion Support Educators (ISEs).
  • Leadership and compliance training – tailored for Nominated Supervisors, Centre Leads, and Educational Leaders.
  • Develop and maintain training packages covering:

  • Nominated Supervisor responsibilities.

  • Inclusion support practices and manuals.
  • Provide quarterly training for Nominated Supervisors on compliance, leadership responsibilities, and NQF reporting requirements.

Auditing & Assessments

  • Conduct quarterly onsite audits across 7 regional centers, including:

  • Supervision practices across all educators, including casuals and float staff.

  • Inclusion support processes and roster compliance.
  • Completion and quality of inductions.
  • Perform quarterly competency assessments of educators on active supervision, using ECRU-approved audit checklists.
  • Evaluate Service Inclusion Plans (SIPs) at all centers, ensuring strategies are implemented and understood by all staff.
  • Carry out risk assessments of each service environment (documenting hazards with photos) and integrate into Risk Management Plans.
  • Provide onsite mentoring and hands-on support for center leaders during audits and training visits.
  • Support centers in preparing for external audits and liaising with ECRU.

Reporting & Documentation

  • Prepare and submit quarterly compliance and training reports detailing center performance, risks, and educator competency.
  • Maintain and update staff lists for submission to ECRU each quarter.
  • Document all training outcomes, identifying staff as compliant or non-compliant and outlining support or corrective actions.
  • Maintain all audit records and ensure alignment with ECRU-approved templates.
  • Provide weekly written reports and monthly progress updates to the Operations Manager and Director.

Inclusion & Induction

  • Develop and deliver an Inclusion Induction Manual for Inclusion Support Educators (ISEs).
  • Provide ongoing refresher training on inclusion practices for all educators.
  • Support Nominated Supervisors and Responsible Persons in implementing and managing SIP processes.
  • Oversee consistent and up-to-date inductions across all centers.

Candidate Requirements

Essential:

  • Diploma of Early Childhood Education and Care (or higher) – mandatory to meet WA regulatory standards.
  • Minimum 3+ years' experience as a Nominated Supervisor in an approved service, with proven ability to lead teams and ensure compliance.
  • Minimum 2+ years' experience managing childcare centers, with strong operational and governance understanding.
  • Comprehensive knowledge of:

  • WA Education & Care Services National Law (WA) Act 2012

  • Education and Care Services National Regulations
  • National Quality Framework (NQF) and National Quality Standards (NQS)
  • Demonstrated experience conducting:

  • Quarterly audits (supervision, inclusion support, inductions, risk assessments).

  • Competency assessments of educators (supervision, inclusion, training compliance).
  • Centre environment risk assessments with WHS focus.
  • Proven ability to:

  • Travel regionally on a regular basis to conduct onsite training, audits, and compliance reviews.

  • Develop and deliver training packages for Nominated Supervisors, Educational Leaders, and educators at all levels.
  • Create and implement induction programs (including site safety and inclusion inductions).
  • Train staff on Service Inclusion Plans (SIPs), inclusion support, and resilient mindset strategies.
  • Strong reporting and documentation skills, with experience preparing quarterly compliance reports, training evaluations, and audit checklists aligned to ECRU requirements.
  • Excellent leadership, mentoring, and coaching ability – proven success in developing staff capabilities.
  • Ability to work independently during regional visits and balance remote/flexible work.
  • Current Working with Children Check (WWCC).
  • Current National Police Clearance.
  • Current Driver's License and safe driving record.
  • High-level computer literacy (Microsoft Office, tablets, laptops, training/induction software).

Desirable (not essential):

  • Certificate IV in Training and Assessment (TAE40122 or equivalent) to support delivery of structured training.
  • Additional recognized certificates or professional development relating to:

  • Nominated Supervisor and Centre Management.

  • Educational Leader responsibilities (curriculum leadership, pedagogy, mentoring).
  • Leadership in Early Childhood Education (advanced governance, risk, compliance).
  • Demonstrated experience liaising with ECRU and/or ACECQA in regulatory or compliance matters.
  • Advanced skills in child protection, WHS frameworks, and risk management planning.
  • Experience designing and delivering staff inclusion training packages (e.g., Resilient Mindset, SIP implementation).
