Court Services Victoria provides corporate services and facilities to support the performance of the judicial, quasi-judicial and administrative functions of Victoria's courts and tribunal, Judicial College and Judicial Commission.
Collectively, Victoria's Supreme, County, Magistrates', Children's, and Coroners courts, the Victorian Civil and Administrative Tribunal (VCAT), the Judicial College of Victoria, the Judicial Commission of Victoria, and Court Services Victoria (CSV) are referred to as the `Courts Group'.

The Dhumba Murmuk Djerring Unit:
The Dhumba Murmuk Djerring Unit was established to provide strategic and cultural support across courts and VCAT, coinciding with the establishment of the Koori Court. The DMDU continues to ensure that responsive and up-to-date advice and information are available to Koori Staff, Community and all users accessing the courts and VCAT. Collaborating with all jurisdictions, the Unit coordinates the strategic development and delivery of the Victorian Koori justice policies and programs and coordinates the Courts Group wide responses to requests from the Aboriginal Justice Forum (AJF).
The DMDU also provides policy advice in response to the Aboriginal Justice Agreement and secretariat support to the Courts Koori Committee. The Unit also holds an important role within the governance structures of CSV, regularly reporting to sub-committees of, and Courts Council on the CSV and jurisdictional progress of the delivery of Koori projects, initiatives and policies.
About the Role
The Koori Employment & Learning Lead will implement Koori employment programs, with a strong focus on promoting employment initiatives to the Koori community across Victoria. A key part of this role is leading the engagement, recruitment, and ongoing support of Koori Elders and Respected Persons across the Courts Group.
The Position is responsible for developing and delivering ongoing state-wide training and professional development for Koori staff which includes Elders and Respected Persons. The incumbent will establish and maintain stakeholder relationships and engagement.
Importantly, the role will guide and engage in strategic, collaborative and productive relationships with teams and staff across the court jurisdictions, including Learning and Development Leads The role is responsible for; conducting stakeholder engagement and consultations to ensure First Peoples staff learning needs are met and undertaking regular performance assessments and adapt to learnings and staff needs.
Key accountabilities include:
- Leading end-to-end recruitment for Elders and Respected Persons, including co-design of position descriptions, developing culturally appropriate recruitment tools, and conducting onboarding and induction programs tailored to their roles. Collaborating with the broader People Services teams to identify process improvements and operationalise service offerings, while contributing to other activities as required.
- Building strong relationships with CSV's Koori workforce including Elders and Respected Persons, supporting integration into court processes and ensuring a culturally safe workplace. Regularly consulting with Elders to ensure their needs are met and cultural protocols are upheld.
- Leading the co-design and implement jurisdiction-specific training programs by collaboratively designing, facilitating, and continually refining the Elders and Respected Persons training and First Peoples professional development package.
- Leading the development, management, facilitation and delivery of training and professional development for First Peoples including Elders and Respected Persons, that meets best practice principles.
- Regular travel, including overnight stay, is a mandatory requirement in this position. While every effort is made to plan travel in advance, instances where requests arise at short notice may occur. These are largely in relation to engagement with the Koori Staff Network, Elders and Respected Persons and includes attendance at DMDU events.
- Reviewing and making recommendations to support the continuous improvement of Koori recruitment processes, systems, metrics and reporting, and act as the subject matter expert on cultural recruitment and related processes.
About You
- Demonstrated experience working with a First Peoples workforce throughout the employment life cycle, including recruitment, onboarding, engagement, and support.
- Tertiary qualifications and/or equivalent experience in Human Resources, or workplace training are highly desirable.
- Demonstrated knowledge understanding and experience in contemporary workforce learning and development. Knowledge of VPS, mobility, HR Policies and systems would be advantageous.
