Court Services Victoria provides corporate services and facilities to support the performance of the judicial, quasi-judicial and administrative functions of Victoria's courts and tribunal, Judicial College and Judicial Commission.
Collectively, Victoria's Supreme, County, Magistrates', Children's, and Coroners courts, the Victorian Civil and Administrative Tribunal (VCAT), the Judicial College of Victoria, the Judicial Commission of Victoria, and Court Services Victoria (CSV) are referred to as the 'Courts Group'.
Our people enable the Courts Group to deliver on each jurisdiction's own strategic priorities while also pursuing strategic opportunities that are interconnected and deliver benefits more broadly.
The Victorian courts and tribunals system is varied and each jurisdiction has their own policies, procedures and programs. The Court Services Victoria Dhumba Murmuk Djerring (Koori) Unit was established to give advice and guidance across the jurisdictions on the best ways to provide culturally responsive services to the Victorian Koori Community.
As a coordinating mechanism that is part of Court Services Victoria, the Dhumba Murmuk Djerring (Koori) Unit ensures all jurisdictions have the policies and tools they need to deliver appropriate services to the Koori Community.
The Aim Of The Dhumba Murmuk Djerring (Koori) Unit Is To Support The Jurisdictions In Strengthening The Four Enablers Of Self-determination

About The Role
Offered on a fixed term full-time 6-month basis and reporting to the Excutive Director, Koori Policy & Planning is responsible for developing and implementing a range of strategic initiatives that increase positive engagement with Victorian Koori communities and other stakeholders to deliver effective court initiatives. This includes providing advice and guidance to staff within Victoria's courts and tribunals about working and consulting with the Koori Community. CSV's secretariat to the Aboriginal Justice Forum and support to Courts Koori Committee, prepare high level comprehensive reports. This also includes providing support to the range of governance committees and subcommittees that report to Courts Council.
Key Accountabilities Include
- Providing leadership and strategic direction for Koori policy and strategy across the Courts Group consistent with the CSV strategic plan, vision, values and priorities including development of proposals and bids to support implementation.
- Providing comprehensive policy advice to the Executive Director, CEO, Executive Group, judiciary and key external stakeholders on the direction of Koori policy and strategy at CSV and across the Courts Group.
- Leading the delivery of CSVs commitments under the CSV Self Determination Plan. Providing guidance and expertise on complex, sensitive policy issues to key stakeholders in collaboration with relevant business units to ensure that Koori support programs meet the needs of program participants and expectations of the Koori Community.
- Developing and maintaining comprehensive stakeholder networks across the Courts Group and relevant community organisations and agencies, to influence emerging policy and strategic priorities to achieve agreed strategic and operational objectives.
- Driving a partnership approach and strong engagement channels across courts and with Koori communities, services, whole of government and sector stakeholders to support the implementation of CSV'S Koori Strategic priorities.
- Leading the monitoring of strategies and action plans aligned to the CSV Strategic Plan that deliver against community expectations and Courts Council and Court Services Victoria objectives.
- Providing strong stakeholder engagement, leadership, and communications by proactively building and sustaining strong relationships with key personnel across CSV, key court stakeholders, government departments, Elders and Respected Persons, key Koori organisations and the Victorian Koori community.
About You
- A relevant tertiary qualification in law, Aboriginal Affairs, public policy or similar and/or equivalent experience is highly desirable.
- Travel is required in this role, therefore a current drivers licence is necessary.
- Demonstrated expert knowledge and understanding of the Victorian Koori community, both society and culture and the impacting issues, especially in relation to contact with the justice system.
- Experience working at a senior level in a complex and dynamic environment that requires the capacity to exercise professional judgement and cultural leadership, provide critical analysis and strategic advice to executive management and senior stakeholders on complex organisation-wide issues/matters.
- High level knowledge of the justice system and government processes. Ability to demonstrate and lead strategic change to improve outcomes for the Victorian Koori Community.
