POSITION OBJECTIVE AND RESPONSIBILITIES

The People and Culture Manager plays a pivotal role in fostering a positive, inclusive, and high-performing workplace culture. Working closely with the leadership team, this role leads the development and implementation of people strategies that align with organisational goals and values. Key responsibilities include attracting and onboarding talent, supporting employee growth through tailored learning and development initiatives, and ensuring contemporary and compliant employment practices. The role also champions performance and wellbeing frameworks, supports leaders in managing employee relations, and drives proactive workplace safety and wellbeing programs. A key aspect of the role is mentoring and guiding the HR Support Officer, fostering capability and professional growth within the team.

This position leads continuous improvement initiatives across all people and culture functions, with a strong focus on enhancing employee experience, engagement, and organisational effectiveness. In addition to leading the People and Culture function, the role also serves as Company Secretary, supporting the Board and executive leadership in maintaining strong governance practices. This includes ensuring compliance with statutory obligations under the CATSI Act, managing corporate records, and facilitating effective Board and AGM processes.

AREA INDICATORS

People & Culture Strategy and Leadership

Lead the development and implementation of people and culture strategies aligned with organisational goals and values.

Collaborate with the leadership team to foster a positive, inclusive, and high-performing workplace culture.

Drive continuous improvement across all people and culture functions, including employee engagement, wellbeing, and workforce capability.

Provide strategic advice and coaching to leaders on workforce planning, change management, and employee relations.

Mentor and support the HR Support Officer, ensuring alignment with role expectations and professional development goals.

Foster a collaborative and supportive team environment that encourages innovation and continuous learning.

Operations, Talent & Capability

Lead recruitment, onboarding, and retention strategies to deliver a seamless and engaging employee experience.

Manage complex employee relations matters including disputes, grievances, and disciplinary processes, ensuring compliance with industrial instruments and employment legislation.

Act as a key escalation point for sensitive industrial relations (IR) issues, providing expert advice and facilitating resolution in collaboration with legal and union representatives.

Design and deliver learning and development programs that support career growth and build organisational capability.

Monitor and evaluate professional development outcomes to ensure alignment with organisational needs.

Ensure employment policies, procedures, and practices are compliant, contemporary, and reflective of organisational values.

Support leaders in performance development, employee relations, and conduct matters.

Oversee the end-to-end management of Workers Compensation claims, including coordination with insurers, rehabilitation providers, and internal stakeholders.

Ensure effective implementation of return-to-work programs and compliance with statutory obligations under relevant workers compensation legislation.

Maintain oversight of HR systems, records, and reporting to support informed decision-making and operational efficiency.

Organisational Development & Strategic Alignment

Champion workplace safety and wellbeing initiatives, ensuring compliance with relevant legislation and standards.

Lead and contribute to organisational development initiatives that enhance culture, performance, and employee experience.

Assist in developing operational plans and initiatives that align with strategic goals.

Promote quality improvement and contribute to business excellence through data-informed decision-making and feedback mechanisms.

Corporate Governance & Secretariat Duties

Serve as Company Secretary, supporting the CEO and Board by preparing and distributing agendas, minutes, resolutions, and documentation for Board meetings and the AGM.

Ensure compliance with the CATSI Act and timely submission of statutory filings with ORIC.

Maintain accurate and secure corporate records, including board resolutions, statutory registers, and governance documentation using systems such as BoardEffect.

Provide governance advice to the CEO and Board, including guidance on reporting timelines, compliance obligations, and governance risks.

Identify and address governance risks, ensuring adherence to organisational policies, statutory requirements, and best practice standards.

SELECTION CRITERIA ESSENTIAL

  1. Relevant qualifications and experience in human resources, with a strong understanding of employment legislation, including the Fair Work Act and industry awards.

  2. Demonstrated experience working respectfully with Aboriginal people, including strong cultural awareness and the ability to engage in accordance with cultural protocols.

  3. Proven leadership in people and culture functions, including mentoring staff, driving strategic initiatives, and collaborating effectively with senior leadership.

  4. Strong interpersonal and communication skills, with the ability to build relationships, influence outcomes, and communicate clearly with diverse stakeholders including board members, executives, and staff.

  5. Excellent organisational and time management skills, with the ability to manage multiple priorities, meet deadlines, and maintain attention to detail in a dynamic environment.

  6. High level of integrity, discretion, and professionalism, with a demonstrated ability to handle confidential information and uphold governance and compliance standards.

  7. Proficiency in Microsoft Office applications and HR systems, with the ability to produce accurate documentation and reports.

DESIRABLE

Experience supporting corporate governance processes, including preparing Board and AGM documentation, maintaining statutory records, and ensuring compliance with the CATSI Act and ORIC requirements would be highly regarded.

Experience with Employment Hero system

Experience in the community housing industry

Experience in not-for-profit or Aboriginal community-controlled organisations
