Melbourne, Victoria, Australia HCA – Primary Health Services Full time

Company Description

Healthcare Australia (HCA) is a major provider of healthcare services across Australia, including primary care, allied health, recruitment, NDIS, care services, and training.

In December 2024, we began providing health, mental health, and wellbeing services across the onshore Immigration Detention Network (IDN). Our team of nurses, general practitioners, and allied health professionals offer a range of healthcare services, including health assessments, chronic disease management, health promotion, wound management, immunizations, and other primary health interventions.  HCA also launched a 24/7 Virtual Care Centre (VCC), offering remote healthcare through telehealth and video consultations to enhance onsite care for detainees.

Job Description

We are seeking a strategic leader to drive operational excellence across the IDN. The Head of National Operations role is pivotal in shaping, supporting and delivering innovative healthcare service models that integrate virtual and on-site care, ensuring compliance with all regulatory and contractual obligations.

As a key influencer, you will lead high-impact programs, foster stakeholder collaboration, and champion data-driven improvements to optimise service delivery. With a focus on leadership and performance, you will empower a team of operations and health professionals to achieve exceptional outcomes in a complex and fast-paced environment.

Join us in bringing a new approach to medical and wellbeing care for detainees by:

  • Leading and managing a team of operations and health professionals, fostering a culture of excellence and accountability to enable effective and efficient health service delivery across the IDN.
  • Ensuring compliance with all contractual, legislative, and policy obligations across every facet of operational healthcare service delivery. A strong focus on governance and adherence to standards is essential to maintain quality and integrity.
  • Working closely with key internal and external stakeholders to develop the potential of an integrated service delivery model. This includes maximising virtual healthcare delivery by ensuring seamless coordination with on-site operations. Collaboration is central to this role.
  • Tracking outcomes against key performance indicators and designing data-driven strategies to enhance operational efficiency and service quality. Performance monitoring and continuous improvement are also key aspects of the role.

Let's talk about you:

You demonstrate exceptional strategic communication and influential leadership that builds trust, inspires commitment, and drives high levels of engagement across diverse teams. Your ability to lead with clarity, vision, and purpose establishes a strong foundation for collaboration and performance. You are deeply committed to cultivating an inclusive, high-performing culture that empowers individuals, fosters accountability, and delivers outstanding results.

We are seeking someone with experience in shaping strategies that achieve operational and clinical goals, and the capability to translate those strategies into clear, workable plans. You will be confident designing the steps, processes and initiatives required to execute on those goals and driving them through to delivery. With a strong focus on using data to inform decisions and improve programs, you'll help ensure that improvements are evidence-based, measurable and embedded across the service.

You will have expertise in healthcare regulations, standards of care, clinical governance, and quality improvement methodologies. A nursing background with current AHPRA registration in nursing or another relevant clinical profession (without conditions) and Bachelor's or Master's degree in healthcare administration, nursing, public health, or a related field are essential.

Bring your passion for Primary Health Services and be rewarded with:

  • A chance to work within a well-respected Australian organization with over 1000 employees, including doctors, nurses, and allied health professionals.
  • A discount on BUPA Private health Insurance – 7%
  • HCA recognises flexibility can improve employee wellbeing and provides all eligible office-based roles the opportunity to work from home on an informal basis.
  • Birthday leave – this is your paid, special day off to celebrate, relax and make the most of your birthday

If you don't meet every requirement listed, we'd still love to hear from you. We value diverse experiences and believe skills can be developed.

Applications will close on 20 January 2026.
