Primary objective

Lead and manage the Public Health Operations in Emergencies for National Strengthening in the Indo-Pacific (PHOENIX) Education team

to deliver the PHOENIX training program for multi-disciplinary public health professionals in the Indo-Pacific. Provide high quality advice

and support to the PHOENIX Directors to achieve the program outcomes. Flexible conditions for the position can be negotiated.

Context statement

The PHOENIX program is a directorate of the National Critical Care and Trauma Response Centre (NCCTRC), which aims to strengthen

pandemic preparedness and outbreak response systems and capacity in the Indo-Pacific.

Key duties and responsibilities

1. Lead the operational management of the PHOENIX Education team including team supervision, budget management, recruitment,

performance monitoring and provide oversight of all PHOENIX training activities.

2. Liaise with a wide range of national and Indo-Pacific stakeholders using culturally appropriate insight to plan, develop, coordinate and

manage PHOENIX training programs and events.

  1. Provide public health emergency and adult education technical knowledge and experience to lead the planning, development,

coordination, delivery and evaluation of PHOENIX training courses.

4. Provide management support to the PHOENIX Directors including budget, procurement, strategy, project management, policy

implementation and act in the PHOENIX Director roles when required.

5. Support other NCCTRC program areas including through administration and logistic activities as requested by executive.

6. Travel through the Indo-Pacific to provide training and training support.

  1. Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken in

order to ensure high quality, safe services and workplaces.

8. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.

Selection criteria

Essential

1. Tertiary qualification in a relevant discipline such as allied health, medicine, emergency management, humanitarian studies or a related

field. with registration where applicable.

2. Demonstrated knowledge and experience working in public health and/or health emergency response.

  1. Well-developed knowledge and application of adult learning principles including experience teaching in small and large groups and the

application of competency-based assessment.

4. Knowledge and experience of project and event management, and monitoring, evaluation and learning frameworks for the delivery of

successful training outcomes.

5. Proven ability to work as a manager of a team, work independently with high levels of initiative and a strong work ethic, striving for a

positive organisational culture.

6. Demonstrated high-level oral and written communication skills including the ability to engage effectively with national and

international stakeholders with strongly founded cross-cultural skills.

7. Proven ability to manage pressure, maintain flexibility, have a high level of motivation and experience dealing diplomatically with

complex and sensitive matters.

8. Able and willing to travel in Southeast Asia and the Pacific region and to work outside NTG core working hours, including public

holidays and weekends as and when required to support delivery of activities.

9. Knowledge of NTG corporate management systems including procurement, travel, information technology, Territory Records Manager

policies, or the ability to quickly acquire this knowledge.

Desirable

1. Postgraduate qualifications in the fields of public health, education or management.

2. Understanding and knowledge of the core business of NCCTRC and AUSMAT.

1. Current registration with Nursing and Midwifery Board of Australia or eligible for same.

3. Demonstrated ability to analyse service performance and implement evidence based initiatives to improve client outcomes, program

functions, and organisational efficiency.

4. Demonstrated ability to facilitate a positive work environment, modifying work practices where necessary to meet the needs of

healthcare consumers and staff.

5. Demonstrated use of effective communication skills to maximise productive working relationships, including with relevant specialists

and executive management, and manages conflict to promote co-operation, teamwork and understanding.

6. Demonstrates and applies highly developed knowledge and understanding of the social and cultural issues, influences and sensitivities

that influence health care provision for individuals and groups.

1. Graduate Diploma, or equivalent, beyond entry to practice relevant to specialty area.
