Guided by the recommendations of the Royal Commission into Early Childhood Education and Care, the Office for Early Childhood Development is the steward of the early childhood development system in South Australia.
The Office is tasked with a significant responsibility: bringing together a holistic, connected system for early childhood development across South Australia, with the goal of reducing the rate of children entering school developmental vulnerable. Critical to this is the roll-out of universal 3-year-old preschool from 2026, giving every child access to 2 years of teacher-led, play-based early learning before school.
About this role:
Join a dynamic and purpose-driven team leading one of the most significant reforms in South Australia's early childhood history — the statewide rollout of universal 3-year-old preschool. As a People and Culture Officer – Change and Engagement, you will be a key enabler behind the teams transforming how families and children experience early education.
As the People and Culture Officer – Change and Engagement, you will play a key operational and strategic support role in the delivery of end-to-end employee life cycle activities and HR initiatives for the Division.
You will:
- deliver timely and accurate HR operational support across recruitment, onboarding, workforce planning, and job design.
- provide practical and policy-aligned HR advice to leaders and employees within the Division.
- coordinate onboarding activities and ensure a positive induction experience for new starters.
- support recruitment actions including contract extensions, conversions, and job classification processes.
- partner with the P&C Consultant to drive continuous improvement and implement HR initiatives.
- foster a positive work culture through effective communication, collaboration, and support.
- ensure safe work practices and compliance with relevant WHS and child safety obligations.
About you:

To be successful in this role, you will demonstrate:
- Strong communication and interpersonal skills to provide HR advice and build effective working relationships.
- Proven experience in HR administration, workforce coordination, or employee services.
- A customer-first mindset with the ability to deliver timely and accurate support across multiple priorities.
- Confidence managing competing tasks and deadlines in a high-paced and evolving setting.
- Knowledge of SA Public Sector HR policies, legislation, and contemporary workforce practices.

- People & Culture Team
- Directors and Assistant Directors across Change and Engagement
- Change and Local Partnerships teams
- Corporate Services colleagues
- Department for Education and other government agencies.
