Senior Business Analyst– Project & Change Management (Government Sector)


Canberra, ACT | Hybrid | Senior EL1 Equivalent | 6-Month Contract + Extension

A large federal government department is seeking a
Senior Business Analyst
to join its
Change and Project Management Office (CaPMO)
.

In this role, you'll lead the
research, discovery, and analysis
of business requirements to design and implement a new
online Program and Project Management and Reporting Tool (PPMRT)
.

You'll collaborate with a diverse range of stakeholders to deliver smarter, more efficient project governance and reporting across government programs.

Key Responsibilities

  • Review and analyse existing project management frameworks, processes, and reporting tools.
  • Engage with stakeholders to gather and validate both functional and non-functional requirements.
  • Map and document
    current vs future state workflows
    to inform design and change strategies.
  • Develop detailed
    Business Requirements Documents (BRDs)
    and specifications.
  • Contribute to the
    Project Management Plan (PMP)
    and facilitate workshops and engagement sessions.
  • Evaluate internal and external systems for integration and provide detailed recommendations.
  • Produce artefacts including discovery reports, engagement plans, and recommendation reports.

Skills and Experience

  • Proven experience as a
    Business Analyst
    in complex or government environments (Senior / EL1 equivalent).
  • Strong expertise in
    requirements gathering, process mapping, and stakeholder engagement
    .
  • Excellent written and interpersonal communication skills.
  • Understanding of
    APIs, system integrations
    , and
    product-based development
    .
  • Strong analytical and problem-solving abilities with a people-focused design approach.
  • Experience in
    change management
    and digital transformation projects.

Contract Duration:
6 months, with one 6-month extension


Experience Level:
Senior – EL1 Equivalent


Location:
Canberra, ACT


Working Arrangements:
Hybrid – 2–3 days per week onsite


Security Clearance:
Must be able to obtain Baseline clearance


Citizenship:
Australian citizenship is required
