Scouts NSW is seeking an exceptional Change Manager to drive transformation and lead change, creating a lasting impact across the organisation. This role is initially on a 12-month full-time contract basis, with the possibility of conversion to a permanent role.

Purpose of the PositionThe Change Manager is responsible for leading organisational change initiatives that support program delivery and transformation across Scouts NSW. Working closely with the Program Director, this role ensures successful adoption of new processes, systems, and ways of working while minimising disruption to operations and maximising stakeholder engagement.
The Change Manager brings expertise in change methodology, stakeholder engagement, communication strategy, and cultural transformation. The role requires strong facilitation skills, emotional intelligence, and the ability to guide teams through complex organisational transitions while maintaining focus on Scouts NSW's mission and values.
The Change Manager will also apply business analysis techniques to assess current state processes, identify improvement opportunities, and support the design of future state solutions aligned with organisational goals.
Responsibilities and DutiesChange Strategy & Planning
- Lead the development and implementation of comprehensive change management strategies and frameworks aligned with program objectives and organisational transformation goals.
- Conduct change readiness assessments and impact analyses to identify potential risks and opportunities.
- Create detailed change management plans including stakeholder mapping, communication strategies, and training requirements.
- Provide expert advice, risk mitigation, and recommendations to support delivery.
- Partner with Program Managers to integrate change activities into project timelines and deliverables.
- Ensure change initiatives meet governance, legal, regulatory, and funding requirements, supported by accurate reporting and record keeping. Proactively identify and escalate risks and dependencies with clear recommendations for resolution.
Business Analysis & Process Improvement
- Conduct business needs analysis and elicit requirements from stakeholders using interviews, workshops, and documentation review.
- Analyse and document current state processes, systems, and pain points to inform change initiatives.
- Collaborate with project teams to define future state processes and ensure alignment with strategic objectives.
- Translate business requirements into functional specifications and support solution design and testing.
- Facilitate workshops to validate requirements, identify gaps, and prioritise features or improvements.
- Support benefits realisation by defining measurable outcomes and tracking performance post-implementation.
Stakeholder Engagement & Communication
- Design and execute targeted stakeholder engagement strategies across diverse internal and external audiences.
- Develop compelling change narratives that connect transformation initiatives to Scouts NSW's mission and values.
- Create and deliver multi-channel communication campaigns including newsletters, presentations, workshops, and digital content.
- Facilitate change champion networks and support leadership alignment across all levels of the organisation.
- Lead and partner with stakeholders to ensure the organisation and its workforce are ready for change and enabling collaborative experiences with diverse participants to achieve shared purpose, vision, mission, and desired outcomes.
Training & Capability Building
- Assess training needs and develop comprehensive learning and development programs to support new ways of working.
- Design and deliver change management training for Program Managers, Project Managers, and project teams.
- Create user-friendly resources, guides, and tools to support adoption of new processes and systems.
- Establish feedback mechanisms to continuously improve training effectiveness and user experience.
- Ensure sustainability of change by embedding practices into business-as-usual operations.
Change Implementation & Support
- Lead change implementation activities including pilot programs, phased rollouts, and go-live support.
- Provide hands-on coaching and support to teams navigating organisational transitions.
- Monitor change adoption metrics and implement corrective actions to address resistance or barriers.
- Facilitate change workshops, focus groups, and feedback sessions to ensure continuous improvement.
- Report progress, risks, and outcomes to the Program Director and Executive Team.
Culture & Engagement
- Champion cultural transformation initiatives that reinforce organisational values and desired behaviours.
- Support leadership development programs that build change capability across the organisation.
- Promote resilience, adaptability, and continuous improvement across staff and volunteer groups.
- Drive employee engagement initiatives that maintain morale and productivity during periods of change.
- Encourage collaborative problem solving and celebrate successes to reinforce positive behaviours.
- Collaborate with HR to align change activities with talent management and performance frameworks.
- Bachelor's degree in Business, Psychology, Organisational Development, or a related field.
- Minimum 5–7 years of experience in change management or transformation roles, with a proven track record of leading change initiatives in complex or federated organisations.
- Demonstrated ability to work effectively with diverse stakeholder groups, including volunteers, professional staff, and cross-functional teams, building trust and credibility quickly.
- Experience managing multi-disciplinary change projects across areas such as property, finance, IT, member experience, and operational functions.
- Strong understanding of change management methodologies (Kotter, ADKAR, Lean Change Management) and experience applying them to strategy development and implementation.
- Change management certifications (Prosci, CMI, or equivalent) highly desirable.
- Exceptional interpersonal, communication, facilitation, and presentation skills, with the ability to influence at all organisational levels and lead large group sessions.
- High emotional intelligence with the ability to navigate resistance, resolve conflict, and foster engagement during transitions.
- Proficiency with digital communication tools, learning management systems, and collaboration platforms.
- Strong analytical and strategic thinking skills, with the ability to assess risks, develop solutions, and measure and report on change effectiveness.
- Adaptable and resilient in fast-paced, evolving environments, demonstrating creative problem-solving and innovative engagement strategies.
- Knowledge of organisational psychology and adult learning principles, applied to support sustainable cultural and behavioural change.
