About the Role
The ELV Workforce team provide recruitment, payroll and workforce development support to the Early Learning and Childcare Centres (ELCC). Reporting to the Manager, Workforce and working closely with the Business Management Team Leader the focus of this role will be to lead on various establishment and operational projects within the team. The initial focus will be to support the development of the talent acquisition framework to attract quality candidates in hard to staff locations and lead on bulk recruitment. You will also support continuous improvement of the workforce processes and practices.
Working as part of a high performing and supportive team you will bring your expertise and collaborate with others on work projects.
You will support the establishment of 14 new early learning centres with staffing attraction and retention. You will build collaborative relationships with the workforce team, hiring managers and other key stakeholders. You will play a key role in supporting workforce planning and ensuring ELV attracts and retains the right talent to support our important work.
The responsibilities of the role will include:
- Providing advice on talent acquisition strategies to attract quality candidates in hard to staff locations.
- Coordinating and managing bulk recruitment processes using talent acquisition strategies
- Continue to refine the service delivery framework and document processes supporting recruitment and payroll service
- Support workforce development strategies with developing frameworks
- Review HR policy for alignment with the processes and forms
- Manage data requests and reporting for workforce insights and planning
About the Division - Early Learning Victoria
The Victorian Government is establishing 50 government-owned and operated early learning centres by 2032 as part of the Best Start, Best Life reforms. The centres offer childcare, Three and Four-Year-Old Kindergarten and Pre-Prep. The centres provide high-quality, accessible and inclusive early childhood education and care that is child centred, focused on learning through play and in nature, with strong connections to local communities.
Early Learning Victoria is part of the Victorian Department of Education. The ELV central team is leading the roll-out of the 50 centres and supports and oversees 4 centres that have recently opened. ELV is seeking an experienced and motivated Workforce Development Specialist to join our progressive team. This is an exciting time to join a growing team and developing function of Recruitment and Workforce support.
Desirable Qualifications and Experience
Qualification in Human Resources or related field is desirable.
Experience in talent acquisition, recruitment or general HR within an early childhood education or government setting is desirable.
