Executive Manager Infrastructure Planning

Shape the Future. Deliver for Community. Lead with Impact.

Are you a strategic leader ready to drive real change? Join us as our Executive Manager Infrastructure Planning and help shape the future of our region.

Are you a visionary leader ready to make a real difference? Mackay Regional Council is seeking an outstanding Executive Manager Infrastructure Planning to drive our ambitious transformation—delivering smarter, more efficient infrastructure solutions for a stronger, more connected community.

Why Join Us?

We've reimagined our Infrastructure Planning Program, bringing together expertise from transport, drainage, water, sewerage, parks, property, and more into a single, agile team. Our new structure is designed to:

  • Drive Efficiency: By consolidating planning functions and creating a single point of accountability, we're streamlining decision-making and reducing duplication. Our new structure groups planning around Built and Commercial Infrastructure streams, led by expert coordinators, so you can focus on outcomes, not bureaucracy.
  • Empower Delivery: Dedicated program and planning support staff manage business and administrative processes, freeing up technical experts to deliver real results for our region.
  • Strengthen Community Focus: We're embedding sustainable asset management and working closely with stakeholders to ensure our infrastructure meets the evolving needs of the Mackay community. Every decision is made with the community's best interests at heart—balancing risk, service, and lifecycle cost to deliver lasting value.
  • Foster Innovation: Our culture values staged, data-driven solutions—not just building new assets, but making the right decisions at the right time, for the right reasons, and at the right cost.

What You'll Lead

  • A dynamic, multidisciplinary team of engineers, planners, and technical experts.
  • The delivery of a forward-thinking capital works programme that balances risk, service, and lifecycle cost.
  • Engagement with government, industry, and the community to ensure our infrastructure delivers lasting value.

What We're Looking For

  • Strategic Leadership – Demonstrated experience leading multidisciplinary teams and delivering complex infrastructure or asset planning projects.
  • Technical Expertise – Strong knowledge of infrastructure lifecycle planning, asset management, and sustainability frameworks.
  • Stakeholder Engagement – Proven ability to engage with internal and external stakeholders, including community consultation and inter-agency collaboration.
  • Innovation & Problem Solving – A track record of applying creative, evidence-based solutions to planning challenges.
  • Commitment to Public Value – A passion for delivering outcomes that enhance community wellbeing and regional resilience.
  • Minimum 5 years' senior leadership experience in infrastructure planning, asset management, or large-scale capital works—private sector experience highly regarded.
  • Proven ability to lead teams, drive innovation, and deliver strategic outcomes.
  • Strong communication, negotiation, and stakeholder engagement skills.
  • Tertiary qualifications in engineering, infrastructure planning, asset management, or a related field.

Essential Qualifications & Experience:

  • Tertiary qualifications in engineering, infrastructure planning, asset management, or a related field.
  • Proven experience (minimum 7 years) in a senior leadership role within infrastructure planning, asset management, or large-scale capital works—private sector experience highly regarded.
  • Demonstrated ability to lead and inspire multidisciplinary teams in complex, fast-paced environments.
  • Strong track record in strategic planning, stakeholder engagement, and delivering innovative, cost-effective solutions.
  • Exceptional communication, negotiation, and relationship-building skills.
  • Experience working with government, statutory authorities, or regulated environments is advantageous.

Why Work With Us?

  • Impact: Shape the future of infrastructure in one of Queensland's most dynamic regions.
  • Innovation: Be part of a council that values new ideas and continuous improvement.
  • Support: Collaborative, forward-thinking environment with clear reporting lines.
  • Growth: Professional development and leadership opportunities.
  • Lifestyle: Enjoy the work-life balance and lifestyle benefits of living in Mackay.
  • Purpose: Make a tangible difference for the community—your work will help build a legacy for generations to come.
