The Assistant Commissioner, PCC provides strategic leadership across the full spectrum of human resource functions. The role leads QCS' workforce strategy, driving change, supporting a values-based culture and strengthening workforce capability to deliver better outcomes.
The role provides operational and advisory services related to the QCS workforce, develops workforce planning and talent acquisition strategies to ensure QCS employs the right people, oversees performance management systems, engages with unions, and ensures effective management of HR systems, technology, and data analytics. The role will lead PCC on a journey to re-shape its service delivery approach and ensure that PCC is positioned appropriately to achieve effective service delivery. The role will support the Deputy Commissioner, Workforce Culture, Integrity and Capability, Commissioner and Board of Management.
The primary accountabilities of the Assistant Commissioner, People Capability Command include:
• Lead the design and delivery of strategic workforce initiatives that support workforce capability.
• Develop and implement evidence-based operational and long-term strategies and plans for the People Capability Command, which are aligned to and support the achievement of the organisation's strategic vision and objectives.
• Provide strategic leadership and direction to the People Capability Command, ensuring effective strategy development, governance, risk management, assurance, compliance, and performance across each functional area.
• Review, redesign and implement systems and processes that enhance people management practices and improve improving operational effectiveness informed by emerging digital technologies.
• Shape and embed a compelling employee value proposition (EVP) to attract, engage, and retain top talent.
• Ensure compliance with relevant legislation while identifying and mitigating people-related risks.
• Develop and maintain a suite of interactive reporting tools for key HR metrics and produce monthly, quarterly and ad hoc HR metrics reports as required.
• Lead the development of robust, fit for purpose, and integrated policies, systems, frameworks and processes for the People Capability Command, and ensure consistent implementation across the organisation including in the correctional facilities.
• Lead the delivery of the transformational change program across the People Capability Command, including digital transformation and HRIS implementation, focused on reshaping the way services are being delivered, and ensure effective change management to embed and reinforce new ways of operating.
• Oversee the talent acquisition function, ensuring innovative and cost-effective recruitment strategies and solutions which meet the current and future needs of the organisation.
• Provide leadership in the management and resolution of all employee/industrial relations, and employee conduct matters, including effective union negotiations and relations, and lead QCS's EBA negotiation process.
• Provide expert, evidence/ insights-based, and trusted advice to the Commissioner, Deputy Commissioners, and senior leaders on significant, complex and/or high-risk strategic workforce and employee relations matters.
• Ensure that the reputation and interests of the organisation is protected in a high public exposure environment through proactive risk management, leadership, and transparent and accountable decision making within the People Capability Command.
• Establish and maintain strategic partnerships and networks with key stakeholders, including representing QCS at a senior executive level in a range of forums and committees to facilitate collaboration and advance the interests of QCS.
