About the Business Unit:

Legal Services Coordination and Entity Governance (LSCEG) sits across two Groups - Integrity, Regulation and Legal Services (IRLS) and Courts, Civil and Criminal Law (CCCL) - and is responsible for major projects that drive and develop innovation in government legal services and entity governance. LSCEG is also responsible for the records and legacy functions, including the administration of quarantine contribution fees, that were transferred from COVID-19 Quarantine Victoria (CQV).

Program Lead CQV Transition is responsible for leading the transition and decommissioning of transferred COVID-19 Quarantine Victoria (CQV) statutory obligations in partnership with departmental work streams areas including Finances, Technology Solutions, Information and People Services, and other agencies including the Department of Health.

About the Role:

As Program Lead, you will report to the Executive Director, Legal Services Coordination and Entity Governance and lead in the acquittal of outstanding CQV obligations including the appropriate sentencing of program records and decommissioning of information systems in accordance with forthcoming authority under the Public Records Act 1974 and any other ad hoc matters, including Freedom of Information and regulator requests, government, media and public enquiries, reporting and outstanding contractual issues, including expenditure.

You will also be required to guide and oversee the Ministerial Services portion of development of the DJCS Entity and Appointments Platform, by providing expert advice to the staff member responsible.

Some of your duties will include:

  • Overseeing and managing budget and reporting for all CQV-related expenditure, including submission of business cases and funding requests
  • Initiating cross-disciplinary records management and information system decommissioning projects, resourcing and oversee governance and coordination to ensure that work streams are within timelines and budget, with accountabilities for information lifecycle management established ongoing
  • Leading on sourcing and contract management activities with endorsements from Procurement Category Managers and deliver contract closure and transition out activities under government purchasing and contract management frameworks and departmental approval processes.

You will develop and lead the Quarantine Fee Operations delivery of forward strategy in relation to the administration of quarantine contribution fees owed to the state under the Public Health and Wellbeing Act 2004, including invoicing system enhancements, data governance, debt management approach, policy development and decommissioning.

About You:

You will be a self-driven, future-thinking and highly, collaborative problem solver, with senior experience in strategy, governance and compliance and project delivery in a complex operating environment, and a demonstrated commitment to working closely with executives and program leads across the department to ensure the highest standards of performance, integrity and coordination are achieved.

As our ideal candidate, you will possess:

  • Demonstrable experience in developing and delivery of strategic initiatives that impacts or engages multi-disciplinary functional areas under statutory frameworks
  • Significant and demonstrable knowledge of government decision making frameworks and public body common statutory obligations, including procurement, financial processes, information management and regulatory review
  • Significant experience working within areas requiring detailed governance, experience with data classification, public records retention, and decommissioning of business units in government
  • Demonstrated proficiency in using Microsoft Outlook, Planner, Project, Power Apps, Power Automate, Power BI, Power Pages, SharePoint, SharePoint Lists, Excel and Word.

Qualifications/Requirements:

  • A tertiary degree in legal or related policy disciplines will be highly regarded.
