Who We Are
The National Indigenous Australians Agency (NIAA) leads and coordinates the Australian Government's efforts to support the self-determination and aspirations of Aboriginal and Torres Strait Islander peoples. We work in genuine partnership with communities to ensure the needs and aspirations of Aboriginal and Torres Strait Islander peoples are met through government policies, programs, and services.
With over 1500 staff across remote, regional, and urban locations, we influence policy and deliver programs that improve outcomes in areas such as employment, housing, education, health, justice, and food security. Our work is guided by our vision: Aboriginal and Torres Strait Islander peoples are heard, recognised and empowered.
We have a strong national footprint, operating in 37 locations and 14 communities across Australia. This enables us to respond effectively and meaningfully based on place and need, ensuring our work is grounded in local context and community priorities.
The Opportunities
The NIAA is establishing a merit pool to fill APS Level 6 & Executive Level 1 vacancies within its Policy and Programs Portfolio that arise within 18 months from the date of initial advertisement.
The Policy and Programs Portfolio leads, influences and invests in social, cultural and economic policies and programs that contribute to improving the wellbeing and economic aspirations of First Nations people. It also develops strategies to deliver on the Australian Government's priorities for First Nations people.
The Policy and Programs Portfolio is comprised of four groups (divisions) including:
• Country, Culture & Connection
• Jobs & Economic Development
• Social Policy
• Strategy

Our Ideal Candidate
We're seeking individuals who are passionate about contributing to meaningful outcomes for Aboriginal and Torres Strait Islander peoples and bring a diverse range of skills, capabilities and attributes, including:
• Cultural capability, including leading culturally respectful practices, promoting reconciliation, and embedding cultural awareness into policy and program design.
• Policy and program awareness, with the ability to provide strategic advice and oversight across complex policy areas impacting First Nations communities, including health, education, housing, employment, justice, and economic development.
• Strong communication skills, both oral and written, with the ability to influence, negotiate, and tailor messages for senior stakeholders, diverse audiences, and high-level briefings.
• Analytical and problem-solving skills, with a focus on strategic, evidence-based decision-making, continuous improvement, and program evaluation.
• Adaptability and resilience, with the ability to lead through change, manage ambiguity, and support teams in dynamic and complex environments.
• Initiative and accountability, including the ability to manage risks, deliver outcomes aligned to strategic priorities, and take ownership of complex tasks and projects.
• Collaboration and teamwork, with the ability to build partnerships, facilitate cooperation across teams and agencies, and promote inclusive and respectful workplace practices.
• Digital and data literacy, including the ability to leverage technology and data to inform strategic decisions, improve service delivery, and support performance reporting.
• Coordination and secretariat skills, including the ability to lead governance processes, manage stakeholder communications, and oversee meeting support, agendas, minutes, and follow-up actions.
• Integrity and professionalism, aligned with the values of the Australian Public Service and NIAA's commitment to ethical conduct, transparency, and public trust.
Additionally, the following is required at the EL 1 classification:
• People and strategic leadership, including the ability to lead teams and projects, mentor and develop staff, manage performance, contribute to strategic planning, and foster a positive, inclusive and high-performing workplace culture.
• Strategic direction setting, including the ability to drive work that aligns with branch and agency priorities, translate strategic goals into operational plans, and influence outcomes across teams and stakeholders.

Eligibility:
- To be eligible for this position you must be an Australian Citizen.
- The occupant must be able to obtain and maintain a Baseline Vetting (Protected) level security clearance, or hold a current security clearance of an appropriate level.
- The successful candidate will be required to be assessed through our pre-employment screening checks, such as an Australian Criminal History Check
