Who we are
The Digital Systems, Solutions and Sustainment (DSSS) branch sits within the Digital Business Division (DBD) of the Department of Agriculture, Fisheries and Forestry. The division consolidates digital functions from across the department to deliver best-in-class digital and data products. DSSS is responsible for mission-critical systems supporting Australia's biosecurity, cargo, science, and regulatory operations.
The Opportunity
We are seeking an experienced and motivated EL1 Business Analysts to join our agile multi-disciplinary teams. This opportunity is open to external candidates who are passionate about delivering high-impact digital solutions that meet user needs and drive transformation.
Key duties for this position include, but are not limited to:
- engaging with our internal and external users to understand and capture user needs and identify opportunities for sustained applications (short and/or long-term digital transformation)
- work closely with solution architects to design solutions that fit within the architecture standards for the program, and how the design might contribute to future state architecture
- supporting user engagement throughout the different phases of Discovery, Alpha, Beta and Live; including the provision of ongoing business and technical advice
- develop artefacts and diagrams to define and document user needs and system concepts and functionality
- write user stories/PBIs for development, maintain alignment with features, dependencies within stories; help guide the sequence of development and acceptance testing of the implemented PBIs
- develop content for business consumption, translating technical solutions/features into simple, effective manner, suitable for wider business consumption
- communicating future system requirements to software developers and assisting in system design
- collaborate with service designers and stakeholders to form a comprehensive strategic picture.
- facilitate and manage service requests for new digital initiatives, including coordinating costing exercises in collaboration with technical and financial stakeholders to ensure timely and accurate delivery of cost estimates
- support the delivery of system enhancements, including coordinating and conducting application testing where required.
Please note:
- This recruitment process will initially be used to fill two vacancies, both non-ongoing. The non-ongoing role will be offered for an initial period of 12 months, with the possibility of extension for a further 12 months.
- While the current focus is on filling a non-ongoing position, the department may use the resulting merit pool to fill future ongoing vacancies as they arise. The merit pool established through this selection process, which is valid for a period of eighteen months from the date the vacancy was advertised in the Public Service Gazette, may also be used to fill future ongoing vacancies in the branch where the duties are of a similar nature.

Knowledge and experience
The successful applicant will be able to demonstrate the following knowledge or experience:
- demonstrated experience in solving complex problems using evidence, analysis, and investigation. proven ability to work effectively in agile and multi-disciplinary teams
- strong background in Human Centred Design approaches to service delivery
- experience engaging with internal and external users to capture business needs and identify opportunities for digital transformation
- ability to translate user needs into actionable requirements and support solution design. - experience collaborating with Product Managers, solution architects, and business areas to develop high-value digital services
- Track record of supporting user engagement throughout all phases of digital solution delivery (Discovery, Alpha, Beta, Live)
- experience developing artefacts and diagrams to define and document user needs and system functionality
- ability to communicate future system requirements to software developers and assist in system design
- experience facilitating and managing service requests for new digital initiatives, including coordinating costing exercises with technical and financial stakeholders
