The People and Culture Branch provides strategic and operational human resources leadership across the Public Trustee, fostering a positive, inclusive, and performance-driven organisational culture. The Manager, People and Culture, leads a team responsible for driving and delivering on workforce capability, culture, and change initiatives that align with the Public Trustee's strategic plan and the broader frameworks of the Attorney-General's Department (AGD).
The ASO8 Manager, People and Culture, is accountable to the Chief Operating Officer for the provision of:
- Strategic leadership and management of the People and Culture team, ensuring high-quality, customer-focused HR services.
- Development and implementation of workforce strategies, frameworks, and business practices that drive organisational performance and cultural improvement.
- Delivery of expert advice on complex HR, employee relations, industrial relations, and case management matters.
- Leadership of organisational change, workforce reform, and psychosocial safety initiatives.
- Collaboration with AGD Human Resources to ensure alignment of policies, procedures, and compliance across HR, WHS, and governance frameworks.
- Overseeing HR operations across the employee lifecycle, including recruitment, workforce planning, learning and development, and workforce reporting.
- Driving initiatives that enhance leadership capability, employee engagement, and wellbeing.
- Representing the Public Trustee on HR-related committees, forums, and working groups across government.
What You'll Need to Succeed
- Proven strategic leadership and HR management experience in a complex organisational environment.
- Strong understanding of industrial relations, workforce planning, change management, and organisational development. High-level analytical, problem-solving, and decision-making skills with the ability to deliver outcomes under broad direction.
- Excellent communication, influencing, and negotiation skills, with the ability to manage sensitive employee and industrial matters.
- Experience in driving culture, wellbeing, and psychosocial safety initiatives.
- Demonstrated ability to collaborate effectively and build trusted relationships with executives, unions, and external stakeholders.
- Strong project management skills with the ability to lead multiple priorities and deliver within defined timeframes.
- High resilience, adaptability, and integrity in managing competing demands.
- Tertiary qualifications in Human Resources, Organisational Psychology, Business, or a related discipline (highly desirable) or equivalent professional experience.
- Recognised leadership or project management qualifications (desirable).

About the Business
The Office of the Public Trustee (Public Trustee) operates as part of the Attorney-General's Department and was established on 1 January 1881, under the Public Trustee Act 1995 (SA). It offers services to South Australians, including will preparation, powers of attorney, and administration of deceased estates and trusts. The Public Trustee is also responsible for managing the personal, legal, and financial affairs of individuals who are unable to handle these matters on their own. At the heart of our work is our commitment to protecting the wishes and interests of those we serve.
Special Conditions for Employment
Employment is dependent upon a National Police Certificate clearance that the AGD finds satisfactory. Successful applicants will be provided further information if an interview is requested. Forms are not to be lodged directly with SA Police (SAPOL) under any circumstances and any fees incurred by applicants in doing so will not be recoverable from the AGD.
