The Department of Justice and Community Safety is seeking a Principal Adviser, Engagement to provide a critical role within Tobacco Licensing Victoria (TLV).

About the Business Unit

The Department of Justice and Community Safety (DJCS) provides a range of government programs and services focused on improving community safety, victim services, regulatory services and crime prevention, and building strong collaboration across the justice system.

Tobacco Licensing Victoria (TLV) is delivering the Victorian Government's commitment to regulate the lawful supply of tobacco through a new licensing scheme. This initiative is designed to:

  • Prohibit the sale of tobacco products by anyone not holding a valid licence under the Act.
  • Safeguard the suitability of licensed retailers and wholesalers.
  • Minimise risks associated with tobacco sales through enforceable licence conditions.
  • Enable efficient and effective regulatory oversight.

About the Role

Reporting to the Senior Manager, Policy and Engagement, the Principal Adviser, Engagement will bring high-level engagement expertise and leadership to foster strategic stakeholder relationships and enhance communication efforts that support the implementation of the tobacco regulator and licensing scheme.

As the Principal Adviser, Engagement, some of your duties will include:

  • designing and implementing engagement strategies

  • providing high-quality and authoritative strategic policy advice

  • meeting with stakeholders

  • delivering key projects and outcomes, including the preparation of government submissions

  • identifying emerging complex or highly sensitive issues, risks and trends.

About you

To be successful in this role, you will have:

  • Extensive experience in leading the development and implementation of engagement strategies and policy in a public sector setting.
  • Demonstrated experience in translating policy initiatives into practical engagement strategies that resonate with stakeholders.
  • Excellent analytical, conceptual and problem-solving skills with demonstrated ability to identify emerging trends and systemic issues.
  • Sound knowledge of and/or experience in Victorian government administrative processes, including Cabinet and legislative processes.
