The role

There are two permanent roles available in our Policy & Advice division, in the Insurance Policy and the Payments & Licensing teams. These roles have impact across the organisation and require big picture thinking, strong analytical skills, and the capacity to work on large projects. You will be based in either our Sydney, Melbourne or Brisbane office, with a requirement to work in the office 50% of the time.

    , you will be responsible for developing and maintaining APRA's licensing regimes across all industries, ensuring alignment with the evolving policy and legislative reforms. In addition to shaping policy development, you will support the team in entity engagement and pre-application assessments for entities seeking to lodge an application for a licence. You will be responsible for developing policy options to shape APRA's new role in regulating payments system participants, including developing the content of APRA's prudential standards and prudential practice guides.

    , you will be responsible for developing insurance policy options and making recommendations across the full range of prudential policy framework, including the content of APRA's prudential standards and prudential practice guides. You will work across the insurance sectors through consulting with regulated entities, other government agencies and industry groups.

The team

The Payments & Licensing team is responsible for the development of APRA's licensing frameworks across all regulated industries, ensuring alignment with policy and legislative reforms. Payments & Licensing plays an important role in the delivery of APRA's Corporate Plan, focusing on simplifying the bank licensing regime and the establishment of the legislative framework for Stored Value Facilities (SVF) including the issue of Tokenised SVFs ("payment stablecoins"). The team also leads the pre-application assessment of entities seeking to lodge a licence application for all regulated industries.

The Insurance Policy team is responsible for developing new insurance prudential standards and guidance on emerging risks and refining existing insurance policy and supervision frameworks to ensure that they continue to be fit for purpose and effective.

Success in either role will mean engaging with external stakeholders, such as other regulatory agencies, government agencies, industry groups and regulated entities, and collaborating with a wide range of internal stakeholders, including risk specialists, legal advisors and frontline supervisors to ensure that the licensing frameworks for all industries are cohesive and fit-for-purpose.

Key responsibilities

  • Develop and deliver policy frameworks that support APRA's regulatory priorities, balancing prudential safety, proportionality and international best practice;
  • Draft policy documentation and guidance that is technically sound yet accessible to non-technical stakeholders;
  • Monitor financial sector developments to inform policy direction and identify emerging risks or opportunities;
  • Provide well-balanced advice to internal and external stakeholders, considering competing interests and practical implementation;
  • Collaborate across APRA and with external agencies, to foster and maintain strong working relationships;
  • Define business requirements that meet user needs and support quality outcomes; and
  • Coordinate central activities, including reporting, briefings and governance processes.

About you

  • A strong understanding of APRA's prudential framework, Insurance industry policy expertise, or knowledge of our licensing framework with relevant policy experience in the payments sector is desirable;
  • Demonstrated ability to identify issues, and develop and implement appropriate policy solutions for complex issues, utilising excellent problem-solving and critical thinking skills;
  • Ability to foster strong working relationships, influence and drive progress with internal and external stakeholders on industry and regulatory issues;
  • Well-developed written and verbal communication skills to provide key insights and conclusions;
  • Strong prioritisation and project management skills, with a keen eye for detail and the ability to keep large projects on track while operating with autonomy; and
  • A team player with a positive, proactive and constructive mindset, displaying strategic awareness and good judgement.

To work with us, you must be an Australian citizen with eligibility to gain a Baseline Security clearance through the Australian Government Security Vetting Agency.
